In recent years,with the globalisation of the economy and the specialisation of the division of labour,the function of the port has also been upgraded,from simply providing loading and unloading services to modern port services,and from simply pursuing throughput in a sloppy manner to high-quality services in an efficient manner.Due to the similarity of geographical area and cargo sources,for many years,in order to compete for cargo sources,the development of Guangxi Qinzhou Port and Guangxi coastal ports formed a "small and comprehensive" situation,long time each for their own,mutual competition,Qinzhou Port integration and integration into the Beibu Gulf Port has achieved leapfrog development,but there are many ASEAN and upstream city cargo.But then there are problems such as "Guangxi goods do not go to Guangxi port".In addition,with the implementation of major national strategies such as the construction of the new Western Land and Sea Corridor,the development of Qinzhou Port faces higher requirements for transformation and upgrading.Public policies have a significant role to play in guiding the transformation and upgrading of Qinzhou Port and in promoting its development.This paper compares the development history and evolution of the transformation and upgrading of Qinzhou Port and establishes a hybrid scanning model to study the public policy system for the transformation and upgrading of Qinzhou Port.It is found that in the policy hierarchy dimension,there are unclear power and responsibility relationships between the central and local governments and administrative barriers that need to be broken down;in the policy mechanism dimension,The policy mechanism dimension suffers from the need to strengthen the effectiveness of policy implementation,the lack of a single level and form of incentive policy,and the low level of coordinated participation of multiple social actors;in the policy domain dimension,there is a weakened effect of policy regulation and distribution,a convergence of industries and an inadequate integration mechanism,an imperfect collection and distribution system and Infrastructure is not perfect,policy implementation supervision and management is not effective,etc.By simplifying the complex public policy analysis process from multiple levels and dimensions through the hybrid scanning model,we study the policies of different levels,dimensions and fields from a large and complex policy system,and construct suggestions for optimizing the public policy system for the transformation and upgrading of Qinzhou Port.From the perspectives of the three aspects of policy subjects and role objects,policy mechanisms and policy relationships,and policy areas of implementation measures,respectively,we need to strengthen regulation to improve the effectiveness of policy implementation,improve the levels and forms of innovative incentive policies,and appropriately incorporate multiple mechanisms and tools for policy decision-making,strengthen planning to improve decision-making foresight,Integrate industrial resources to optimize the business environment,focus on major projects to accelerate infrastructure construction,optimize the whole process of implementation to create a green port and other practical policy optimization suggestions.
