| The petroleum import dependency degree in China is rising year by year,and which had reached 72.67% in 2019.At the same time,the United Nations Environmental Organization makes an investigation about the air pollution source in a city,and the result shows that half of the pollution comes from the traditional petroleum-fueled vehicle emission,which is the moving pollution source,and will direct or indirect hurt human beings’ health.New energy vehicles become the need of times development and come to birth,Chinese government also draws up and issues related policies to encourage new energy vehicles development yearly.Shenzhen is regarded as a key demonstration and development city to operate the strategy of state new vehicle industry,whose government insists on carrying out policies issued by the state,and makes the local policies according to the Shenzhen characteristics to match the state policies,in order to make state policies conducted and operated better.Under Shenzhen government’s propelling,the encouraging policies to develop new energy vehicles present certain effect.What’s more,a leading panel for Shenzhen new energy vehicle promotion has been set specially,to make policies more complete and operation better.Although there is certain improvement on the consistency of Shenzhen encouragement policies to develop new energy vehicle,the phenomenon of weak and unstable policy coordination and incomplete policy itself is still prevalent existence.The problems on the division of each responsible departments and the rights fragmentization,make complete interdepartmental information feedback or understanding insufficient,also make the resolution mechanism to unusuality or conflict insufficient.The subsidy fraud behavior of Shenzhen Wuzhoulong Motos,and the unbalance between the encouragement policies to develop new energy vehicles and market orientation,which present the difficult to coordinate the benefits among policy-making bodies,and the insufficiency of public participation.The lack of related policies on charging facilities to match new energy vehicles,and no related policies to clearly descript or project the coordinated development between the new energy vehicles and regenerative resources,above of which cause big difference or inexact data between the policy target value and realistic value,and then the phenomenon of policy lag occurs,which present the insufficiency of public participation.About the policy research of the new energy vehicles development,most of the scholars focus on the research of policy texts and policy comparation between home and abroad.This paper will show the present policy executing situation of Shenzhen government encouraging new energy vehicle development under the pluralistic perspective of policy-making body,and raise the existing problems,this paper mainly uses research ways of the document research and investigation research.Then combining the theoretical principles of pluralistic governing theory,public participation theory,and policy process theory.Along with the developing experience using of encouraging new energy vehicles from the developed countries for reference,like the USA,Germany,and Japan.Finally providing the optimizing path or improving countermeasures to those problems.New energy vehicle is regarded as a key encouraging strategic emerging industry in China,the policies to encourage new energy vehicle development in Shenzhen is still required to be improved and optimized or updated. |
