| China is vigorously promoting the EPC model.In recent years,the promulgation of policies tends to be diversified and stable,but there are still some problems,such as incomplete policy system and insufficient policy guidance,which hinder the development of the model.The existing research on EPC policy focuses on the qualitative analysis of the policy,and the research on the synergistic relationship between policy measures and policy objectives is still blank.This paper selects 197 general contracting policies issued by the central and local governments from 1984 to 2021 as the research basis,and divides them into four stages:1984 to 1989,1990 to 1997,1998 to 2014 and 2015 to 2021.Firstly,the policy content analysis framework is established based on the two dimensions of policy measures and policy objectives,and the use of EPC policy measures and policy objectives in four stages is combed and analyzed;Secondly,through the social network analysis method,the core policy measures set and core policy objectives set in four stages are identified and analyzed respectively;Finally,the policy quantification manual and collaborative measurement model are constructed to calculate the general measure set and core measure set,general goal set and core goal set,core measure set and core goal set in the four stages respectively,and the collaborative evolution law is obtained.Research shows:(1)In terms of policies and measures,supporting standard measures and encouragement and guidance measures in each stage occur more frequently,and financial credit measures and fiscal and tax measures are used less frequently;In terms of policy objectives,it is more frequently used to improve the relevant systems of EPC and promote the organization and implementation of EPC development,and less frequently to promote the modernization of the construction industry and accelerate international integration.(2)The core policy measures in the four stages are as follows: supporting standards,financial credit,encouragement and guidance;Personnel organization,supporting standards,supervision and management;Supporting standards,encouragement and guidance,personnel organization;Supporting standards,encouragement and guidance,and administrative coercion.The core policy objectives are as follows: promoting the organization and implementation of EPC development,improving EPC related systems,and improving the EPC capacity of enterprises;Improve relevant systems of general contracting,strengthen project quality and safety management,and optimize the construction market environment;Improve relevant systems of EPC,promote the organization and implementation of EPC development,and strengthen project quality and safety management;Improve the relevant systems of EPC,promote the organization and implementation of EPC development,and improve the EPC capacity of enterprises.(3)In the synergy between general policy measures and core policy measures at each stage,the synergy between administrative enforcement and supporting standards is high,and the synergy between financial credit,fiscal taxation and core measures is low.In the synergy between the general policy objective set and the core policy objective set,improving the relevant systems of EPC,promoting the organization and implementation of EPC development have a high degree of synergy with other policy objectives,and promoting the modernization of the construction industry and accelerating international integration have a low degree of synergy with the core policy objective set.In the coordination between core policy measures and core policy objectives at each stage,the coordination between supporting standards and improving the EPC system,promoting the organization and implementation of EPC development,and strengthening the safety and management of project quality is high,while the coordination between financial credit,finance and taxation and the core policy objective set is low.According to the research conclusions,the following policy suggestions are given: we should build a scientific and systematic EPC policy system,improve the richness and balance of EPC policy measures and policy objectives,strengthen the policy strength of China’s EPC policy,pay attention to strengthening the synergistic relationship between financial credit measures,fiscal and tax measures and core policy measures We should pay more attention to promoting the modernization of the construction industry and accelerating international integration,enhance the coordinated use of the two with the core policy objectives,and make balanced coordinated use of the core policy measures to achieve the core policy objectives. |
