With the development of China's low-carbon economy,it is the direction of China's emerging industries to promote the transformation of resource utilization mode by adhering to the national policies of the sustainable development strategy of saving resources and protecting the environment.The development of new energy automobile industry accords with the government planning guidance of resource saving and environment friendly.Therefore,the four ministries of the state council have issued relevant subsidy policies to promote the development of new energy automobile industry.The ministry of finance and the ministry of science and technology issued the first temporary approach to subsidy for new energy vehicles in January 2009,from which to start the promotion of new energy vehicles in the pilot area.Followed in 2010,2011,2013,2014,2015,relevant subsidy policies for the promotion of new energy vehicles were introduced.In September 2016,the ministry of finance revealed and dealt with“the act of fraudulent subsidies” of five typical enterprises.Hereinafter referred to as "fraudulent subsidies" events of new energy vehicles.China's four ministries issued “Notice on Adjustment of Fiscal Subsidy Policy for New Energy Vehicle Promotion and Application”at the end of 2016 after this event.In view of the development of subsidy policy for new energy vehicles,the process analysis of subsidy policy for new energy vehicles is divided into two partsin this paper.The first part is to analyze the new energy vehicle's previous subsidy policy according to the policy network theory,exploring the network interactive situation of the new energy car subsidy policy structure in early stage and analyzing the output process of the new energy vehicle subsidy policy before the policy change.In the second part,discussing the Change process of the new energy vehicle subsidy policy by using a multiple-streams model after fraudulent subsidies event.This paper studies how the event leads to the change of policy,and how to promote the "problem of fraudulent subsidies" into the new policy agenda,and then analyzes the policy changes of the subsidy policy of new energy vehicles.Research shows that the problem caused by the "fraudulent subsidies event" of new energy vehicle has formed the problem flow,which has pushed the issue into the policy agenda.A political source flow merged by planning guide of government work,the state council attaches great importance to the problem,the act on the interest groups behind it and so on.The convergence of policy entrepreneur's policy Suggestions,the floating of the scheme and the experience of the early subsidy policy of new energy vehicles,using the open policy window to push the issue into the policy agenda under the promotion of policy entrepreneurs,so that the new subsidy policy can be introduced.It is therefore an approach to optimize such public policy through analyzing the process of the new energy vehicle subsidies.Policy makers should grasp the source of problems as early as possible and attach importance to information feedback and diverse participation to facilitate the success of key issues in the policy agenda.They should attach importance to the role of political sources and formulate policies scientifically and rationally.They also need to grasp the policy direction and take advantage of the window of opportunity,thus contributing to the introduce of the composition of the three source streams.
