In 2016,The State Council issued the "Guidelines on Vigorously Developing prefabricated Buildings",which pointed out that prefabricated buildings should take up 30%of the new construction area in about 10 years.In 2015,the Ministry of Housing and UrbanRural Development explicitly proposed in the "Outline for the Modernization of Construction Industry",By 2025,prefabricated buildings should account for more than 50 percent of the total.In recent years,the prefabricated building has been promoted vigorously and developed continuously,ushering in new development opportunities.However,at the present stage,the enterprise-oriented production mode puts forward new requirements on the knowledge,skills and quality of workers,resulting in the traditional construction workers are often difficult to match,resulting in the overall quality of workers is low,the shortage of professional and technical workers of prefabricated components,most of the assembly enterprises in the field of production manpower organization and allocation has produced inevitable and difficult to solve problems.In order to solve this dilemma,this study takes RZ prefabricated construction enterprises as the specific research object,aiming at the component production process of prefabricated construction enterprises,it upholds the overall research idea of raising problems,analyzing problems and solving problems.Firstly,it explains the concepts and theories related to the production of prefabricated construction enterprises,which lays the foundation for accurately identifying,analyzing and solving the problems of the production manpower allocation.Secondly,the present situation of production manpower allocation is summarized,and the existing problems of production manpower allocation are put forward respectively from the level of production manpower allocation management and production manpower allocation implementation plan.Then,in view of the problems of production manpower management,the "soft data" obtained through questionnaire survey is analyzed,and the structural equation model(SEM)is established to analyze and identify the critical path of production manpower management,and the optimization strategy of management is proposed.Based on the "hard data" obtained from the production data summary,assumptions and limitations were made for the production manpower allocation scheme,different production manpower scheduling modes were proposed,simulation models of production manpower allocation schemes were constructed by Arena system simulation,and simulation results under each scheduling mode were analyzed.The corresponding optimization suggestions are given for each different type of building component.Based on the above research,the following conclusions are drawn:(1)In terms of the production manpower allocation management strategy,prefabricated enterprises will be restricted by four aspects in the actual production manpower allocation process,and their effects are respectively professional technology > human resources > salary level > production positions.The most effective way to improve professional skills is to enhance employees’ working time allocation ability,and to strengthen the use of new equipment,old equipment maintenance and instrument operation skills can further play a supporting role;The professional skills training and talent development reserve programs involved in human resource management play a dominant role in the process of human resource allocation.At the level of salary,the effect of adjusting the mechanism of salary reward and punishment is greater than that of overtime subsidy and seniority subsidy.At the level of production posts,managers should first consider the coherence of the staff in the process of manpower allocation,and at the same time develop strict personnel management standards and attach importance to the inspection of products.(2)In terms of the implementation plan of production manpower allocation,the overtime situation of column members is more than that of beam and trabecular members,and the busy frequency of column members,beam members and trabecular members is lower in the 4th to 8th hour,the 2nd to 4th hour and the 2nd to 4th hour,respectively.The optimization of the implementation scheme can be realized by using the corresponding manpower allocation of the scheduling type 1-4,the scheduling type 5-8and the scheduling type 5-8 respectively.The overall research realizes the dual optimization of manpower allocation management and practical operation,reduces the consumption of human resources,and ensures the maximization of manpower production benefits of prefabricated construction enterprises. |
