| The building of tunnels has produced results that are known throughout the world as a result of China’s transportation sector’s ongoing expansion.A growing number of extra-long tunnels,submarine tunnels,and high-altitude tunnels have been constructed,and the number of highway tunnels placed into operation has also increased.China is currently making a steady transition from the quickly developing phase of highway tunnel construction to the maturing phase of highway tunnel maintenance.The lack of standardized risk assessment methods,however,makes it challenging for tunnel managers to identify pertinent risk factors and implement efficient prevention and control measures.This thesis analyses the accident and risk sources during the operation period of highway tunnels,studies the highway tunnel operation safety assessment index system and assessment methods,proposes a tunnel operation safety level,and through orthogonal tests to assess the sensitivity of the indexes.Based on the characteristics of each index’s sensitivity,the thesis suggests the appropriate prevention and control measures.The following are the important points and recommendations:(1)Combining risk management theory and risk loss theory,the definition of highway tunnel operational safety risk is proposed and the risk characteristics are determined.Based on the analysis and research of traffic accident and non-traffic accident data collected during the operation period of the tunnel,the characteristic patterns of accidents during the operation period are obtained.The factors affecting the safety of tunnel operation are analyzed from five sub-systems: human,vehicle,tunnel,environment and pipe,and a list of risk sources is identified,and the risk source structure of highway tunnel operation period accidents is constructed based on FTA.(2)Based on the list of risk sources,an assessment system of 20 indicators in four major areas,namely tunnel structure,operating environment,electromechanical facilities and operation management,is reconstructed based on the principles of indicator selection,domestic and international assessment systems and the indicator contribution degree method.And according to the specification and indicator analysis,each indicator is divided into criteria.The FAHP and entropy weighting methods were used to determine the subjective and objective weights of each indicator respectively,to obtain the comprehensive weights of each indicator.The percentage assessment method is adopted and the safety level is classified according to the risk acceptability criterion to provide an operable assessment model for the sensitivity analysis of the indicators.(3)Combined with sensitivity analysis theory,the definition of sensitivity of highway tunnel operation safety indicators is proposed.Based on the orthogonal test method,the sensitivity of each index is calculated and the sensitivity of the index is determined.Then,using the single-factor sensitivity analysis method to verify the reasonableness of the indicator sensitivity results,given the division interval,all indicators are classified into high sensitivity,medium sensitivity and low sensitivity according to the division interval.(4)According to the principle of prevention first and governance second,corresponding risk prevention and control strategies and operation management suggestions are proposed from three perspectives: tunnel structure strategy,preventive strategy and governance strategy.And according to the index sensitivity,a table of index sensitivity prevention and control measures is developed.Finally,a highway tunnel operation safety assessment system is built based on the Python programming language,and a typical project is selected for example analysis,thus verifying the feasibility of the assessment method and the practicality of the measures. |
