Research On Flood Disaster Management In Y County Of X City From The Perspective Of Collaborative Governance

"An important measure of the national comprehensive disaster prevention and mitigation plan is to uphold the mass prevention and treatment,give full play to the role of mass organizations,urban and rural community organizations,residents and the masses,and build a strong line of defense of the people in disaster prevention,mitigation and relief".In recent years,under the influence of global climate change,various extreme precipitation events are increasing in China.The frequent occurrence of flood disasters seriously restricts the sustainable development of economy and society,and frequently affects the normal production and life of human beings.How to better deal with flood disasters has always been the focus of the government and all sectors of society.The complexity,damage and unpredictability of flood disasters are increasingly prominent,which puts forward new requirements and challenges to government governance.The information and resources held by the government can no longer meet the needs of flood disaster control,and it is urgent for the participation of enterprises,social organizations,the public and other social forces to break the disadvantages of taking the government as the single subject.Therefore,strengthening the research and exploration of flood disaster coordinated management is an important issue related to people’s livelihood.In the practice of flood disaster management,it is of great practical significance to control the flood disaster from the perspective of the government,enterprises,social organizations and the public,to strengthen the weak links of governance,improve the governance efficiency,and strengthen and innovate social governance.Based on the theory of collaborative governance,the collaborative governance of multiple subjects in flood disaster response is taken as the research theme,X City and Y County is selected as a typical case,and literature research,interview,questionnaire and other research methods are adopted to conduct a systematic study on this topic.Through the relevant research results at home and abroad,defines the sudden natural disasters,floods,control flood disasters,on the basis of collaborative governance,namely from four aspects,the thought,subject,information,mechanism and build theoretical analysis framework,on this basis,in-depth analysis of X city Y county flood collaborative governance practice present situation,existing problems,causes and countermeasures.The study found that X city Y county in the flood management formed the management mode and operation mechanism,has achieved certain results,but in the process of coordinated management of flood disaster there are still ideological consensus deviation,collaborative subject division of labor cooperation,information communication,poor coordination effect and other practical problems.Based on the practice of flood disaster collaborative governance in X City and Y County,the reasons for the above problems are analyzed,that is,the concept of collaborative governance has not been completely changed,the collaborative relationship and ability level are not equal,the information communication has not yet been efficient interconnection,and the multi-subject collaborative governance mechanism needs to be improved.Based on the above causes,the idea strengthens the collaborative governance concept of the whole people;builds the "multiple" governance community;information coordination enhances the information between the interconnection of the subjects.
