Research On Collaborative Governance Mechanism Of Highway PPP Projects

The Chinese Communist Party’s 20 th Report clearly proposes to accelerate the construction of a strong transportation country,which requires further strengthening the construction of transportation infrastructure.Relying solely on government investment to build transportation infrastructure is less efficient and cannot meet the high growth of public demand for transportation infrastructure.The PPP model as an effective supply method can attract social capital to participate in the construction of transportation infrastructure,thus relieving government financial pressure and effectively using social funds to make up for the weak points of infrastructure.On the other hand,the development of PPP model can prompt the government to accelerate the transformation of government functions from builder and manager to organizer,cooperator,promoter and supervisor,and promote the government to carry out transformation and stimulate market vitality.Through literature research method,case study method,interview method,and the comprehensive analysis framework of collaborative governance based on the improved SFIC model,this paper analyzes the current situation of collaborative governance of E highway PPP projects from five aspects:external environment,motivation of collaborative governance,engine of collaborative governance,behavior of collaborative governance,and consequences of collaborative governance,and deeply explore the interaction process of government,social capital and the public and other participating subjects in the process of collaborative governance.The interaction process of the government,social capital and the public in the process of collaborative governance.Through the study of the interaction among the subjects of the E project in the process of collaborative governance,the current dilemmas in the process of collaborative governance are identified,including the conflicting goals of the parties,insufficient effective participation,low communication efficiency,and weak collaborative governance ability.Finally,the theory of collaborative governance is combined with project practice to build a collaborative governance mechanism for highway PPP projects.It is expected that the research can provide useful reference for all parties involved in highway PPP projects to form a positive interaction,reach efficient cooperation and finally achieve a win-win situation for all parties.
