Study On Optimization Of Urban Flood Control And Emergency Management In Kunming City

The main city of Kunming is close to Dianchi Lake,and the ground level of the city is only 3 meters higher than the normal water level of Dianchi Lake.Some river channels are affected by the poor drainage of Dianchi Lake water level top support,the heavy flood rainfall concentration,the delayed construction of drainage and waterlogging control system and other subjective and objective factors.Kunming city has prominent flooding problems and the flood control situation is very severe.It has become one of the 54 important flood control cities in China determined by the State Flood Control and Drought Relief Headquarters.Kunming issued the Implementation Opinions of Kunming Municipal Committee of the Communist Party of China and Kunming Municipal People’s Government on Promoting the Reform of the System and Mechanism of Disaster Prevention,Reduction and Relief,and according to the Implementation Opinions compiled the Overall Plan Report of Kunming City Flood Control(Revised)and the Comprehensive Rectification Plan of Kunming City Flood Control and Drainage.The city’s flood control and drainage capacity has been greatly improved through the four major engineering measures of drainage,middle drainage,upper drainage and high storage.Improved flood control and emergency management measures have played a role in disaster prevention and reduction,but there is still a big gap compared with first-tier cities.At present,developed cities such as Shanghai and Shenzhen have focused on the pilot construction of the deep tunnel system,but its high cost is not suitable for promotion in the less developed areas in the southwest.Therefore,focusing on the actual situation of Kunming,optimizing the urban flood control and emergency management and improving the level of flood control command and dispatching are still promising for urban waterlogging prevention and control.This paper uses literature research method,comparative analysis method and questionnaire survey method to study,on the basis of the investigation of the current situation of Kunming city flood control emergency management,seriously analyzed the basic situation of Kunming city flood control emergency management,It was found that there were still problems in flood control and emergency management,such as insufficient forecasting stations,inadequate plans,weak project construction,weak linkage between departments,and lack of flood insurance compensation policies.It learned from the good experience and good practice of flood control and emergency management in other countries and cities.This paper puts forward some strategies to promote the optimization of urban flood control and emergency management in Kunming,such as the construction of intelligent flood control data resource center,the elaboration of contingency plan,the strengthening of project construction,the regular joint drill,and the establishment of flood and drought disaster insurance system.
