Flood and drought disaster prevention work has always been a necessary task for public management departments to maintain people’s safety and social stability.2019 is the year of institutional reform,and water administrative departments at all levels have established water and drought disaster prevention institutions to undertake the work of water and drought disaster prevention according to the direction of the reform.Since then,the work of water and drought disaster prevention has become an independent system.However,at present,problems such as incomplete institutional mechanisms and low level of information sharing in China’s water and drought disaster prevention work are still prominent,and the task of water and drought disaster prevention is still arduous.Zhaoqing City is the economic and cultural center in the central and western regions of Guangdong Province.District A is the municipal district of Zhaoqing City.As a national historical and cultural city,it has a history of more than 2000 years and belongs to the the Pearl River Delta Economic Zone and Guangdong Hong Kong Macao Bay Area.The largest river in Zone A is the Xijiang River.The Xijiang River basin has a large catchment area and complex flood composition.In special years,the entire basin has long and extensive rainfall,which can easily lead to major floods.Therefore,as the political,economic,and cultural center of Zhaoqing City,Zone A must strengthen the construction of a flood and drought disaster prevention system,enhance the collaborative management ability of flood and drought disasters,and reduce the risk of flood and drought disasters.This is of great significance for protecting people’s lives and property from infringement,ensuring social stability and long-term development.Based on the actual situation of Zone A in Zhaoqing City and in combination with daily work,the author integrates the current construction status of the water and drought disaster prevention system in Zone A through diversified channels such as government departments’ public information and policy documents.Next,based on the theory of risk management and collaborative governance,and based on the entire process of flood and drought disaster prevention work and the actual situation of flood and drought disaster prevention work in Zone A,and according to the relevant documents on the standardized construction of the flood and drought disaster prevention system in Guangdong Province,the flood and drought disaster prevention system in Zone A’s water conservancy system is divided into several parts: command and dispatch,forecasting and early warning,rehearsal plans,emergency response,and emergency support,Guided by the study of prominent issues,detailed research was conducted and analyzed using interview methods.The following problems were summarized: firstly,the construction of the working group was not in place;secondly,the emergency plan was just a formality;thirdly,the prediction and early warning and emergency response were slow;fourthly,the reserve of defense materials was poor.The main reasons for this are weak risk management awareness,incomplete institutional reform,outdated information management,and insufficient financial capacity for risk response.Finally,feasible countermeasures are proposed for the construction of the water and drought disaster prevention system in the water conservancy system of Zone A in a targeted manner.Firstly,a standardized command and dispatch system for water and drought disaster prevention is established.Secondly,a comprehensive pre exercise plan system for water and drought disaster prevention is established.Thirdly,an efficient water and drought disaster prevention,prediction,early warning,and emergency response system is established.Fourthly,a complete water and drought disaster prevention and rescue guarantee system is established,I hope this article can provide reference for the construction of flood and drought disaster prevention systems in other regions.
