| In the early days of liberation,the mileage of highways open to traffic in the country was only 80,000 kilometers,and the mileage of highways opened to traffic was zero kilometers.After my country implemented the reform and opening-up policy in 1978,the economy developed rapidly.Breakthrough,transportation infrastructure has become the bottleneck of economic development.At the end of 1984,after the state began to introduce three policies to levy vehicle purchase fees,toll fees,and increase road maintenance fees,the construction of high-grade highways was promoted,and the development of expressways became possible.Since then,my country has achieved world-renowned development in the past three decades through the use of special financial funds,investment-driven and diversified financing methods.The mileage of expressways has jumped to the first place in the world.The construction of road network has played a huge role in promoting the country’s political and economic development.In the process of expressway development in my country for more than 30 years,with the further development of social economy,each province has also figured out a road for expressway development that suits their own provincial conditions.Under the policy and the expressway franchise mode,the expressway development has been objectively brought about by leaps and bounds,and the huge road network has driven the regional economic development.However,the problems brought about by the high speed of expressway development in my country have gradually emerged,such as the long toll period and the high toll standard of some expressways.The status quo is gradually diminishing with service.This paper will take the current status of expressway toll collection in Sichuan Province as an example,and analyze the operation and management mode toll policy of expressway in Sichuan Province in combination with macro factors such as economic development and policy changes after my country’s reform and opening up.,get the reasons for the problems of expressways in Sichuan Province at present,and put forward suggestions and measures for future development according to the problems.The argumentation logic and structure of the article follow the status quo analysis,problems and causes,future suggestions and optimization and improvement measures.The first chapter is the introduction part.By sorting out and reviewing the research status of expressways at home and abroad,it expounds the current mainstream research directions of expressways,so that readers can have an intuitive understanding of the development stages,construction and operation of expressways.The second chapter is the definition of related concepts.This chapter mainly outlines the connotation and policy theory of expressway related concepts.The third chapter is the analysis of the status quo of expressway toll collection in Sichuan Province.The characteristics of expressway development in Sichuan Province are obtained,and the problems of expressway development in Sichuan Province are drawn.The fourth chapter mainly analyzes the existing problems and their causes based on the current status of expressway toll collection in Sichuan Province.The fifth chapter is based on the aforementioned theory,and puts forward targeted improvement and optimization measures for the problems existing in the expressway toll policy in Sichuan Province.The sixth chapter is the innovation point of this paper.Through the above research,it is hoped that it can serve as a benign reference for the future development and planning of expressways in my country. |
