Risk Analysis Of Enterprises Under Public Private Partnership Mode ——Take The Xishuangbanna Jinghai Expressway As An Example

With the rapid development of China’s economic construction,the rapid growth of the number of private cars,the rapid growth of logistics demand and the continuous increase of comprehensive traffic flow,people’s demand for expressway is also growing.Accelerate infrastructure construction to meet the needs of local economic development.According to the "statistical bulletin on the development of transportation industry in 2019" issued by the Ministry of communications in May 2020,by the end of 2019,the total mileage of national highway will be 5012km,and the total mileage of China’s highway will be 108600km,ranking first in the world.According to the national plan,we will continue to speed up the construction of expressways and reduce the financial pressure and local debt burden.Government departments actively introduce PPP mode into construction site expressway.Highway engineering construction cycle is long,involving more projects,there are uncertain factors in the actual construction process.The key to the success of PPP project is to control the risk of construction project.This paper first introduces and summarizes the theoretical basis of PPP mode,finds out the characteristics of highway PPP project risk,and analyzes the construction status and risk of highway PPP project in China.Based on the comprehensive understanding and analysis of all aspects of PPP project construction of Xishuangbanna Jinghai expressway,SPE case analysis was carried out in April.The potential risks in the construction process of the project are identified and analyzed by expert investigation method.According to the results of risk assessment,impact assessment was carried out.This paper analyzes the characteristics of expressway project under PPP mode.There are different risks in different stages of the project.According to the stage division and case characteristics,the corresponding control strategies of Xishuangbanna Jinghai expressway construction risk in different stages of PPP project are proposed.According to the risk identification list of each stage,risk management problems are identified,risk sharing and risk formulation measures are taken,and targeted early warning mechanism is established to ensure the success of PPP projects.
