In order to promote the "improvement of quality and efficiency" of the cargo transportation industry,improve the traffic efficiency of expressway toll stations,and promote the construction of a strong transportation country,expressways have begun to abolish provincial toll stations and charge by vehicle(axle)type.There is no doubt that the implementation of the new policy has a positive effect,which can effectively reduce the expressway tolls of the masses and transportation enterprises.At the same time,the reduction of expressway tolls caused by the toll policy has also had a great impact on expressway operating units.Based on the Social Science Fund of the Ministry of Education "Research on the Decision-Making Mechanism of Intercity Traffic Travel Behavior in Metropolitan Circles Considering the Accessibility of Activities"(19YJCZH52)and the Science and Technology Project of Shaanxi Provincial Department of Transportation "Research on the Evaluation System and Informatization Evaluation Method of Expressway Service Quality in Shaanxi Province"(20-26R),this paper studies the financial impact of the change of toll policy on the operating units from the perspective of expressway operating units.Based on the analysis of travel happiness,travel behavior and transportation preference of the masses and transportation enterprises,this paper puts forward countermeasures for operation management from the perspective of maximizing the benefits of expressway operation units.The research contents are as follows:(1)Based on the systematic introduction of the basic meaning of expressway toll policy in China and the main factors considered in formulating toll policy,the toll policy of S Province is systematically sorted out,and the advantages and disadvantages of different toll policies are analyzed and compared.A questionnaire survey on the use intention of road users is organized and systematically analyzed by taking Y expressway in S province as the research object.(2)Based on the full analysis of the influencing factors of traffic volume and the willingness of travelers,the classical modified four-stage prediction model is used to predict traffic volume under the weight-based toll mode.Considering the impact of policy changes on the route choice of travelers,the traffic volume prediction model under the weight-based toll mode is modified from two dimensions of economy and time,and the traffic volume prediction model charged by vehicle type is obtained.(3)Taking the Y expressway planned to be built in S Province as an example,based on the analysis of the expressway construction investment,financial expenditure during the operation period,and toll income during the operation period,from the perspective of profitability,solvency and sensitivity,this paper quantitatively analyzes the influence of different toll policies such as weight charging and vehicle type charging on highway finance.(4)In the face of the cancellation of provincial toll stations and the change of toll policy,suggestions are put forward to improve the management ability of expressway operation units from the aspects of new business expansion,service quality improvement,intelligent expansion,and reduction of operation and maintenance costs.Through the research of this paper,we can not only deeply understand the impact of the cancellation of provincial toll stations and the change of toll policy on the finance of expressway operating units,but also the proposed management countermeasures and suggestions are of great significance to expressway operation units to reduce operation costs,expand new economic growth points and improve service quality.
