| Expressway is an indispensable and important part of China’s transportation system.It has made great contributions to China’s economic development.In recent years,China’s expressway has developed rapidly.By the end of 2017,China’s expressway mileage has reached 132,600 kilometers,ranking first in the world.However,some people complain about the toll of expressway.In recent years,China has also introduced a policy of benefiting the people,such as high-speed and free passage on major holidays.However,some problems have arisen in its implementation.In 2016,the Ministry of Transport promoted the supply-side structural reform to promote the logistics industry.“ In some opinions of "reducing cost and increasing efficiency",the policy of exploring differentiated tolls in different periods of expressway is put forward.The policy of differentiated tolls in different periods of time can balance the traffic flow of road network and transfer part of peak traffic to low peak traffic to solve the problem of congestion in some periods of expressway.Based on the existing differential toll policy,this paper takes a Expressway in Chongqing as an example,establishes a differential toll policy suitable for the expressway,calculates the change of traffic volume after implementing the differential toll policy by using relevant data,and obtains the effect of the differential toll policy on vehicle diversion;and on this basis,makes use of the motor vehicles in Chongqing in recent years.The reserve volume predicts the traffic volume of implementing differential toll policy in 2020 and 2030 and the traffic volume of implementing differential toll policy.Through the data,this paper discusses the impact of differentiated charging policy and gives some suggestions. |
