| As a key in the construction of highway infrastructure,the construction of the service area along with the rapid development of The Belt and Road,gradually becomes a hot issue in the field of highway research.The service area has the function of providing maintenance and refueling service for passing vehicles and providing catering and rest places for the drivers and passengers.The service quality,unobstruction,profit and loss of the service area depend on operation management to a large extent,efficient operation management can bring good services for travelling persons,alleviate fatigue for long driving drivers,reduce traffic accidents and ensure the safe operation of the highway.By the end of 2016,the total road mileage of Xinjiang has reached 175,500 kilometers,and the number of highway service areas has reached 58 pairs(including 1 pair parking area).During the period of "Thirteenth five-year",1 trillion yuan is expected to spend in transport infrastructure by Autonomous region,to build thousands of kilometers highway backbone that is a wide range and high quality highway transportation network of multiple levels of radiation around the center.The construction of Xinjiang expressway brings new opportunities for the development of service area.As a platform for highway service,the expressway service area is getting more and more social attention.Considering the special geographical location and climate condition in Xinjiang,it is playing an important role to further study expressway service area operation management mode for promoting the region highway service quality and safety level and accelerating the development of modern transportation industry.Based on the current situation of operation management of Xinjiang expressway service area,the layout and operation management of Xinjiang expressway service area have been studied comprehensively in this paper.By comparison of domestic and foreign expressway service area with Xinjiang expressway service area,the suitable operation management mode and the existing problems in the actual operation process of Xinjiang highway service area are analyzed,and the corresponding countermeasures are put forward.The results of the study show as follows:First,after years of construction,Xinjiang highway service area has formed a comparatively complete mechanism,and service function of service area is promoted comprehensively through the construction of hardware service.The beautiful and harmonious environment of highway service is build,and a number of regional color highway service areas has been formed.Second,from the perspective of specific operation,some problems still exist currently in the Xinjiang expressway service area management,such as the scale of service area and development of economy and society are inharmonious,the distribution of service area and natural environment,traffic conditions are inharmonious,the function of service area and demand structure are inharmonious,and the internal operation management of service area has some problems and so on.The main reasons for the above problems lie in the fact that the construction of Xinjiang expressway service area is not synchronized with the regional economic construction,the service area planning and layout is lack of foresight,the service area function construction is incomplete and lack of effective operation management system.Third,to further optimize the Xinjiang expressway service area management,based on the co-ordinate construction of service area and the development need of society and economy,it is need that further scientific layout of the service area,constantly improving the function of construction of service area,strengthening the service operations management system and strengthening the enforcement of the system. |
