| Since the reform and opening up, market economy system reform continued to deepen in our country. As one of the spatial carrier to urban public service, the city park space layout had to face a variety of challenges. On the one hand, our city parks foundation are weak and have to develop and construct with restrictions of both land and capital; on the other hand, as a carrier of urban public services, city parks have to meet the increasingly diverse demands of citizens. In this context, how to configure spatial city parks reasonably and effectively has become a problem. Traditional research methods used to evaluate the layout of parks by adopting the method of accessibility, while ignoring the existence of competitive and exclusive. Therefore, this paper takes national garden city-Shaoxing City as an example and make an empirically studies of evaluation under the view of both accessibility and quasi-public goods based on GIS technology. On the basis of the analysis of the unreasonable reasons, put forward the optimization measures from policy and space perspectives.This research main conclusion is as follows:(1) Accessibility evaluation method ignores the competitive and exclusivity, so in characterization of city park distribution fairness has great limitations;(2) Compared between the accessibility method and noncompetitive and nonexclusive method, the results present a bigger difference;(3) Multiple contradictions exist in the evaluation area, both excessive use and not make full use of public resources is coexistence;(4)Make public resources became "totally public goods" blindly, not only increase the burden of public finance, and easy to form the unfair phenomenon in a lager space;(5)Under the market economy environment, establish multiparty supply mechanism and flexible operational mechanism is the key to the city park space layout rationalization, policy is needed in the process of optimization. |
