In recent decades,with the continuous development of globalization,the social division of industry operation and collaboration,and the rise of developing countries,a large number of foreign-funded transnational enterprises have not only invested in China,they also outsource non-core or non-self-dominant businesses to local suppliers in China to optimize the allocation of resources.As a manufacture enterprise at upstream of the world’s top 500,the Bo Xi Group also entered China as early as the beginning of 20 th century.China has always been the world’s largest manufacturer since it surpassed the United States in 2010,and a number of manufacture enterprises have emerged that have a significant impact on the world.Compared with foreign-funded multinational enterprises,the leading Chinese manufacture enterprises have advantages in terms of professional technicians,operational efficiency,cost control,and economies of scale,and others.The main business of the Bo Xi Group is divided into four major business areas,including the Thermal Division.The Thermal Division has several product lines,after analyzing the market and its competitors,suppliers,and industry chains according to its position,some product lines,such as dehumidifier and air purifier,outsource for R&D,production functions from local suppliers.The Business outsourcing department of the Thermal Division is generally responsible for the development and operation of these product lines.The newly established business outsourcing department of the Bo Xi Group Thermal Division includes product engineering,product quality,supplier quality,procurement,project management,Logistics and other functional departments,in collaboration with domestic outsourcing suppliers and overseas market departments,develop and deliver products that meet the needs of oversea markets.There are many competitors with similar business models in overseas markets from which outsourcing needs to capture market share and focus on operational excellence to successfully enter and grow.In the initial phase,the outsourcing department faced a number of issues that needed to be addressed.In terms of human resources,there are no product engineering,product quality,and project managers,and the supplier quality human resources are insufficient to carry out the corresponding work.Other hardware and software resources are also lacking.In terms of workflow,the original personnel do not understand the company’s workflow,especially the new product development process,and cannot do the new product development work well.In the area of supplier management,the efficiency and quality of working with existing suppliers needs to be improved,and in order to develop new categories,new suppliers need to be developed and supply chain management needs to be improved.The optimization approach is reflected in the following areas.First of all,establish a team with complete functions,and add new personnel to the functions of product engineering,product quality,project management,and so on.And ensure that the team has the skills and resources to do business.Second,the team learned to understand the internal and external standards of the relevant products,the specifications and procedures for new product development,and set up workflow and team work systems suitable for business outsourcing departments.Third,based on the principle of comprehensive excellence,follow the supplier development strategy,develop new suppliers,and communicate with existing suppliers in depth,Improve collaboration with internal customers and external suppliers and improve supply chain management.This article uses the benchmarking method,the literature analysis method,and the case analysis method to investigate and analyze the situation of the outsourcing department of the Thermal Energy Division of the Bo Xi Group and draw up detailed and specific optimization plans.In the course of analysis,planning,and evaluation,we should strive to be objective,reasonable,targeted,effective. |
