Research On Urban Emergency Management Within The Perspective Of Collaborative Governance

As urbanization is speeding up all over in recent years, the events of urban rainstorm waterlogging occur frequently, which has seriously influenced the economic development and social stability of cities. When facing the problem of urban rainstorm waterlogging, the traditional solution is department response that is to take government as the leading and take political mobilization and executive order as the main means, which exposed the problems such as the organizational barriers between government departments, the poor information communication, the not-high emergency management level, etc.This paper, in perspective of the theory of collaborative governance and taking the positive interaction between multiple subjects as the breakthrough point, studies the whole process of urban rainstorm waterlogging from the early prevention, the response when the event occurs, the disposal during the event to the recovery after the event. And put forward the approaches to optimize the collaborative governance of urban rainstorm waterlogging emergency management through the methods of literature analysis, concept analysis, comparative analysis, case analysis, etc.This paper includes seven parts in total. The opening part is the introduction, including the topic-selection background, research purpose and significance, literature review, research contents, research methods, technical route and so on. The first chapter is to interpret related concepts and theoretical basis about urban rainstorm waterlogging emergency management. The second chapter is to analyze the present situation of urban waterlogging emergency management in our country. The third chapter is to research the emergency management system in the United States, Japan and Britain, and then propose referential ideas for the construction of emergency management system and multi-subject interaction in our country. The fourth chapter is to summarize the movement mechanism of multi-subject collaborative governance through analyzing the case of natural disaster emergency linkage system construction in Yongchuan district, Chongqing. The fifth chapter is to put forward the approaches to optimize the collaborative governance of urban rainstorm waterlogging based on previous studies. The conclusion part is the summary of the main research results and deficiencies, and to put forward the prospects.The significance of this paper is to provide reference for the emergency management solutions of similar meteorological disaster with the approaches of optimizing the urban rainstorm waterlogging governance summarized through the theoretical analysis and research.
