With the process of urbanization and the development of high-speed railway in China,large transportation hubs based on high-speed railway stations have appeared in every big city in China.These traffic hubs have the characteristics of complex structure,many functions,large flow of people and high safety risk.The complex structure leads to the overlapping of attribution,the collection of functions leads to the overlapping of management rights,and the large number of people and goods leads to higher requirements for emergency management,which makes the railway hub area always the focus of urban emergency management.With the increase of social risks and the development of social forces,it is an inevitable choice for the government to rely on social forces to jointly manage the emergency affairs in the railway hub area.All the major railway hub regions in China have explored how to organize the organizations and individuals within their jurisdiction to participate in the emergency collaborative management.Chengdu East Railway Station,as the largest and most complex railway hub in Chengdu,has made some achievements in institutional arrangement,mechanism construction,legal guarantee and other aspects.In this context,this paper makes a comprehensive analysis of the emergency collaborative governance system of Chengdu East Railway Station by means of case study,summarize a set of railway hub emergency collaborative governance mode suitable for China’s national conditions,and provide experience and guidance for the construction of emergency collaborative governance of other railway hubs.This paper describes the current situation of Chengdu East Railway Station’s emergency collaborative governance system by referring to the classic model of "one case and three systems" in emergency management,and uses the collaborative governance generation path analysis framework of collaborative governance theory to analyze what arrangements Chengdu East Railway Station has to promote collaborative governance in the four aspects of emergency plan,emergency system,emergency mechanism and emergency legal system.Finally,by referring to the experience of other railway hubs in China,the construction path of railway hub emergency collaborative governance suitable for China’s national conditions is proposed from the perspective of "one case and three systems".That is to build a common goal on the basis of the emergency plan,establish an emergency collaborative governance system guided by the elimination of collaborative obstacles,layout an emergency collaborative governance mechanism based on the promotion of collaborative ability,introduce collaborative culture to create collaborative atmosphere,and give corresponding suggestions.This path has clear target and strong operability,and has practical guiding significance for the emergency cooperative management of other railway hubs in China.
