The World Trade Organization(WTO)has actively advocated trade facilitation since its establishment in 1995,and the requirements of the Regional Comprehensive Economic Partnership Agreement(RCEP)on the level of intra-regional trade facilitation have surpassed the WTO’s "Trade Facilitation Agreement" as a whole. Many governmental or non-governmental organizations are working towards the goal of trade facilitation. In the context of the weakening influence of traditional trade barriers on the trade of mechanical and electrical products, improving the "inefficiency" of trade, that is,improving the level of trade facilitation, reducing trade costs, and promoting the continued growth of foreign trade has gradually become the focus of research. In recent years, the growth rate of the global economy has slowed down significantly, and China’s foreign trade exports have also been greatly affected. However,China’s export of mechanical and electrical products to RCEP member countries accounts for a large proportion and there is ample space to continue to expand mechanical and electrical trade with RCEP member countries importance has become increasingly prominent.my country should actively grasp the opportunities brought by the signing of RCEP,actively explore the overseas market space of electromechanical products, and provide direction for the development of electromechanical trade. This paper first expounds the status quo of China’s export of electromechanical products to other RCEP countries from the three levels of export scale, export market and export product category;then based on the "Global Competitiveness Report",selects the institutional environment, infrastructure, customs efficiency and e-commerce level 4first-level indicators and 22 second-level indicators established the trade facilitation evaluation system of RCEP member countries, and used principal component analysis to measure its scores;finally, the trade facilitation score was introduced into the extended gravity model by using Stata16.0 software,to conduct an empirical study on the influencing factors of the export of electromechanical products. The calculation results show that the overall level of trade facilitation in RCEP countries is at a low level from 2010 to 2019,and the level of trade facilitation between developed countries and developing countries is significantly polarized; The export has a positive promotion effect.Every 1% increase in the trade facilitation level of the importing country can increase the export value of China’s mechanical and electrical products by0.193%.Among the sub-indicators,infrastructure has a greater impact on China’s export of mechanical and electrical products;my country and The type of trade in electromechanical products in other RCEP countries is a potential development type, which means that the market potential of RCEP countries has not been fully released, and there is still broad room for my country’s electromechanical products to be exported to RCEP.Based on this, the paper puts forward policy suggestions such as actively promoting the implementation of the AEO system, promoting infrastructure construction in conjunction with the "Belt and Road" policy, learning from each other among the contracting parties to create a good business environment, and strengthening the role of cross-border e-commerce.
