Research On Problems And Countermeasures In Transformation Of Scientific And Technological Achievements Of State Grid Power Supply Unit In City C Based On "Carbon Peaking And Carbon Neutrality" Goals

As an extremely large state-owned backbone enterprise related to national energy security and economic lifeline and also as the largest utility enterprise around the world,State Grid Corporation of China bears political,economic,and social responsibilities and shoulders the functions of fundamental guarantee of energy and electricity and public service of state-owned enterprises.The goal of ‘carbon peaking and carbon neutrality’ proposed by President Xi Jinping has put forward new requirements for power industry and power grid enterprises to increase the development and utilization of green and clean energy and to strengthen the transformation of scientific and technological achievements.This dissertation sorts through the literatures,both home and aboard,about mechanism,mode,and evaluation of transformation of scientific and technological achievements,and classifies and summarizes the concepts related to scientific and technological achievements and their transformation.Then,the evolution of policy for transformation of scientific and technological achievements in China is summarized in three stages.Meanwhile,this dissertation makes a comparative analysis of the policies for transformation of scientific and technological achievements in the United States,Germany and Japan.The basic connotation and characteristics of government and market,cooperative governance,and new public management theories are analyzed.State Grid Power Supply Unit in City C is taken as the research object of this dissertation.Some problems are found by analyzing the status quo of transformation of scientific and technological achievements of State Grid power supply unit in City C,including the imperfect mechanism and system,poor pertinence of top-level design,urgent demand for the improvement of industrial chain,lack of comprehensive quality of managers of scientific and technological achievements,imbalance of power and responsibility between positive incentive and reverse assessment,and insufficient incentive fulfillment.By referring to the advanced experience at home and aboard,this dissertation proposes the countermeasures of refining management system of scientific and technological achievements,implementing publishing system of achievements,and implementing strategies of patents and technical standards based on government and market theory,proposes the measures of building platform for transformation and communication,using third-party professional resources,and establishing incubation center of scientific and technological achievements based on cooperative governance theory,and finally,based on new public management theory,proposes the countermeasures and suggestions for transformation of scientific and technological achievements of power grid enterprise in City C from seven aspects,i.e,focusing on customer demand,advocating market orientation,attaching importance to input-output,introducing competition mechanism,strengthening performance management,enhancing professional management and improving sharing mechanism.
