Research On Carbon Accounting Information Disclosure In Electric Power Industry Under The Background Of "Carbon Peaking And Carbon Neutrality Goals"

Climate change is a major global challenge facing mankind today.Large amounts of carbon emissions from traditional industries that rely heavily on fossil energy have led to global climate change and unsustainable development.In order to solve the climate change crisis and realize the sustainable development of harmonious coexistence between man and nature,in2020,China proposed to strive to reach the peak of carbon dioxide emissions by 2030,and achieve the " Carbon peaking and Carbon neutrality goals " goal of carbon neutrality by 2060.Among them,the national carbon market,which controls greenhouse gas emissions through market-based means,will first be launched in 2021 with the electric power industry as a breakthrough.The disclosure of carbon accounting information,as a bridge to reflect enterprises’ performance of carbon emission reduction responsibilities,participate in carbon market transactions and guide the carbon market to allocate carbon quota resources,is the basis for ensuring the orderly realization of the " Carbon peaking and Carbon neutrality goals" goal.However,there are still some deficiencies in the system construction and practice specification of carbon accounting information disclosure.By studying the current situation and problems of carbon accounting information disclosure in the electric power industry and its typical enterprise HUANENG POWER INTERNATIONAL,INC,and discussing the reasons why it can take the initiative to make detailed disclosure under the current environment of voluntary disclosure of carbon accounting information,It provides practical reference for electric power enterprises and more industries to participate in the carbon market and disclose carbon accounting information in the future.This paper first introduces the research background,purpose and significance,combs the literature of domestic and foreign scholars on carbon accounting and carbon accounting information disclosure,determines the research content and methods,and defines the relevant concepts and theoretical basis;Secondly,it describes the current situation of carbon accounting information disclosure of sample companies in the electric power industry from 2017 to 2021.It is found that although the way,content and quality of carbon accounting information disclosure have been improved and improved under the " Carbon peaking and Carbon neutrality goals " background,there are still problems such as inconsistent carbon accounting information disclosure methods,incomplete and random disclosure content,lack of reliability and comparability.Thirdly,select HUANENG,which has a good information disclosure mechanism and perfect greenhouse gas emissions and carbon trading management,as the research object,to introduce the carbon accounting information disclosure.Compared with the electric power industry,clarify HUANENG is superior to the electric power industry in terms of disclosure advantages and common problems.And further study the reasons why HUANENG can voluntarily disclose carbon accounting information in detail better than the industry in the absence of a mandatory disclosure system environment.The study found that the impact of the information disclosure system and policies,the response to the expectations of stakeholders and the need for carbon neutral debt issuance are the external motivations of HUANENG ’s voluntary detailed disclosure.The internal motivations of HUANENG ’s voluntary detailed disclosure are to enhance the company’s stock value,reduce the cost of equity financing and improve the company’s social reputation.Finally,the " Carbon peaking and Carbon neutrality goals " goal is the action of the whole society to deal with climate risks.Therefore,in view of the problems existing in the disclosure of carbon accounting information in the power industry and HUANENG,this paper analyzes the causes of the problems from the three levels of government,enterprise and society,and puts forward specific suggestions.The realization of the " Carbon peaking and Carbon neutrality goals " goal is inseparable from the development of carbon accounting information disclosure.This paper studies the carbon accounting information disclosure in the electric power industry,with a view to providing a case basis for the country to improve the system construction of carbon accounting information disclosure,formulate carbon emission reduction policies and develop the carbon market.
