| With the rapid development of China’s economy and the continuous improvement of urbanization level,urban infrastructure construction is also receiving increasing attention,creating favorable conditions for the prosperity of the municipal construction industry.However,there are a large number of private municipal construction enterprises with low performance,in which there exists many problems such as small scale,weak management,and low technical level.They face the challenge of transformation and upgrading,and achieving high-quality development.This article takes HL Municipal Construction Company,a private municipal construction enterprise,as the research object.Through systematic analysis and scientific evaluation of the company’s overall business development,combined with internal and external environmental analysis,SWOT analysis,and QSPM analysis,it helps the company optimize its strategic system.It has practical significance for HL Municipal Construction Company to build high-quality and sustainable development strategic planning,strategic guarantee system construction,enhance core competitiveness,and improve profitability.Firstly,this article introduces the overall overview and development status of HL Municipal Construction Company,analyzes the current development strategy and operational effect of the company,as well as the problems that exist in the current strategy,and points out the main problems faced by the company’s development.Secondly,this article conduct a comprehensive analysis of the development environment of HL Municipal Construction Company,including using PEST analysis to analyze the macro environment,Porter’s Five Forces model to analyze the industry environment,internal environment analysis from the perspective of resources and capabilities,and SWOT comprehensive analysis to clarify the company’s strengths,weaknesses,opportunities,and challenges for development,and identify four alternative strategies: S-O,W-O,S-T,and W-T.Thirdly,based on comprehensive research and analysis of the company,this article formulates strategic goals,strategic optimization principles,and strategic optimization guiding ideologies of the company’s development.Through QSPM matrix analysis,the company’s diversified development strategy was determined,business strategy was formulated,and functional strategies were constructed from aspects such as human resources strategy,financial strategy,marketing strategy,production and operation strategy.Finally,this article constructs safeguard measures from five aspects:improving company organizational management,strengthening technological innovation,building strategic alliances,optimize company institution and strengthening cultural construction. |
