At present,the international energy security situation is becoming more complex and diversified,and the global energy structure has undergone major changes.In order to improve energy efficiency and reduce environmental pollution,the development and utilization of renewable energy has received increasing attention from the international community.At the same time,with the development and change of national policies,the installed flexibility of rooftop photovoltaic power station and the advantage of effective use of solar energy distribution have gradually been realized,so the construction of rooftop photovoltaic power station has been further paid attention to.From the style of Chinese roof architecture,we can see that it has a great utilization space,which can be used to install distributed solar photovoltaic panels.This technology,which uses the collection of natural solar energy into electric power,light energy,heat energy and other energy through photovoltaic devices,on the one hand,can greatly reduce the pressure on traditional power generation,on the other hand,the majority of users can use clean energy in a wider range,for our country’s ecological goal of building a "double carbon" ecological environment plays an important role.However,at present,the choice of investment and operation mode for roof PV is still worth discussing.How to determine the appropriate investment and operation mode of roof PV in all aspects such as economic benefits,social benefits and environmental benefits is the problem that needs to be solved at present.In view of this problem,this paper designs the investment and operation scheme of roof PV.The evaluation index system was constructed from three aspects of economic benefit,social benefit and environmental benefit,and the evaluation model was constructed.Finally,the roof PV investment operation scheme with the best comprehensive benefit was selected.First of all,this paper studies the research on the’s roof PV policy and related theoretical basis.Through sorting out the evolution of the ’s roof PV policy,this paper analyzes the implementation effect of the policy and the development of relevant demonstration projects following the policy.On this basis,it analyzes the relevant principles and processes of the development of ’s roof PV project.And the area roof PV investment operation related theories are combed;Secondly,it studies the investment and operation scheme of roof PV.Based on relevant design principles,it studies the cost and income composition of roof PV project,and designs the investment and operation scheme of roof PV.According to the characteristics of roof PV,Three modes of investment and operation are designed,which are user-invested-full access to the Internet and surplus electricity access to the Internet,cooperative developmentincome sharing and roof leasing,and photovoltaic loan/finance leasing,and the related investment income model is constructed.Thirdly,the evaluation system and evaluation model of the ’s promotion of roof PV effect were studied.Based on the construction principles and ideas of the comprehensive evaluation system,the evaluation index system of the’s promotion of roof PV effect was constructed from the three aspects of economic benefit,social benefit and environmental benefit,and the effect evaluation model of roof PV investment operation mode using matter-element extension and AHP-entropy weight method is constructed.Finally,this paper verifies the effect of the investment operation mode based on a rooftop photovoltaic pilot,calculates the economic and social benefit data based on the cost-benefit model of different investment operation modes,evaluates the three investment operation modes,and finally selects the appropriate investment operation scheme.
