As China’s economic development has entered a "New Normal",China’s energy development has taken shape into a "New Pattern" gradually.Among the numerous energy sources,solar energy is safe and stable,rich in resources,clean and non-pollution,easy to obtain and without transportation.It is one of the mainstream energy sources in the future.As an organic combination of building and utilization of green energy,Distributed Rooftop PV Project has become a new type of project which supported by policies of the Chinese government with its unique advantages of low investment,flexibility and diversity,energy conservation and environmental protection,and stable benefit.No wonder it is also favored by investors.Therefore on the basis of system analysis to the influence factors on comprehensive benefits of Distributed Rooftop PV Project,to establish a comprehensive,objective and scientific evaluation system to evaluate the comprehensive benefit of Distributed Rooftop PV Project and provide effective information for project investors and policy makers in the beginning of project.It has positive significance for investment decision and construction management for Distributed Rooftop PV Project.In the first place,this paper systematically analyzes the influencing factors of the comprehensive benefits of Distributed Rooftop PV Project on the basis of expounding the concept,characteristics and operation mode of Distributed Rooftop PV Project.And the environmental cost of the whole life cycle of the project is fully taken into account while analyzing the influencing factors of environmental benefits.Secondly,according to the characteristics of Distributed Rooftop PV Project,the comprehensive benefit evaluation index system and the comprehensive evaluation model of Distributed Rooftop PV Projectis designed and established respectively from economic benefit,technical benefit,environmental benefit and social benefit.Then three real-existed projects are selected to be evaluated and sorted from economic benefit,technical benefit,environmental benefit,social benefit and comprehensive benefit by calculating the numerical value of each evaluation index,using the entropy method to empower each index,and based on the grey relation projection model for these three quantitative eligible projects.In conclusion:Xiangyang Industrial Park Project preponderates in the economic benefit evaluation;In terms of technical benefit and social benefit,the Nafuna Ceramics Project is superior,and the Chunlan Project Phase Ⅰ has the best environmental benefit among the three projects under evaluation.In terms of comprehensive benefits:Xiangyang Industrial Park Project>Nafuna Ceramics Project>Chunlan Project Phase I.It is suggested that,under circumstance of limited investment funds and construction indexes,the distributed roof photo-voltaic project of Xiangyang Industrial Park should be given priority from the perspective of comprehensive benefit.And the Nafuna Ceramic distributed roof photo-voltaic project could be listed as the first alternative project to provide reference for the investors and decision-makers of the project.In the end the countermeasures and suggestions are given based on the analysis of the factors influencing the comprehensive benefit of the Distributed Rooftop PV Project and the enlightenment obtained during the evaluation of the projects.
