Research On Risk Management Of LS Public Health Clinical Center Construction Project

In order to strengthen infectious disease in Shandong province and major clinical medical emergency public health events,the treatment work,build national infectious disease clinical research center,national center for regional clinical treatment of infectious diseases,according to the related documents,to set up public health clinical center in Shandong province,locating third rate of infectious diseases and medical institutions at the provincial level for province,city public health treatment and guidance,The construction project of Shandong Public Health Clinical Center was formally established under this background.However,public health clinical center project in Shandong province has a large investment,long construction period and complicated,high technical requirements,etc.This leads to the project will be affected by a variety of risk factors in construction process,these risk factors in different degrees affect project construction progress,cost,quality,leading to deviate from the expected goal in the process of construction project,Cause irreparable loss.Therefore,the risk management of LS Public Health clinical Center construction project was studied in this paper.In this paper,after a brief introduction of the project construction time,construction scale and construction methods,based on the perspective of the owner unit,from the preliminary preparation,organization and coordination,design and construction technology,financial situation and other four aspects of the project risk sources are comprehensively analyzed.Based on the analysis results of project risk sources,the checklist method and Delphi method are selected to carry out risk identification.After compiling the risk checklist,the analysis results of risk sources are compared and analyzed with the reference risk events in the checklist to obtain the preliminary identification results of risk factors.Then,the Delphi method is used to screen out key risk factors after three rounds of anonymous consultation of experts.According to the project risk identification results,the identified risk factors are selected as evaluation indicators,and the analytic hierarchy process is used to calculate the weight of indicators.On this basis,the fuzzy comprehensive evaluation method is used to calculate the project risk score,so as to determine the project risk level.The results show that the overall risk of the LS public health clinical center construction project belongs to the middle level risk.Based on the risk evaluation results of LS public health clinical center construction project,this paper divides technical risk,organizational risk,financial risk and preparatory risk into high,medium and low levels,and puts forward risk countermeasures from the aspects of design technology disclosure,medical building standards,medical waste treatment,building energy saving technology and so on.
