| The report of the 20th CPC National Congress points out that a green and lowcarbon economy and society are crucial to high-quality development.As a significant strategic emerging industry underlined in China’s 14th Five-Year Plan,the new energy vehicle industry is not only in line with the concept of green development,but also contributes to the transition to green economic and social development,and is an inevitable choice for the high-quality development of the automobile industry.The industrial policies for new energy vehicles have been an important driving force in promoting the rapid development of China’s new energy vehicle industry.They have not only corrected the market failure caused by such factors as market power,information asymmetry and externalities in the development of China’s new energy vehicle industry,but also maintained the healthy development of the whole industry,and gradually promoted the transformation of the industrial development mode,making the industry gradually move towards a development model that relies on innovationdriven development and follows the road of independent innovation with Chinese characteristics.However,in promoting the development of China’s new energy vehicle industry,the industrial policies are also facing many problems.For example,further research should be intensified,the top-level design is subject to further improvement,and policies and mechanisms badly need to be smoothed.Therefore,it is of great theoretical and immediate significance to systematically study China’s industrial policies for new energy vehicles and explore the establishment of a sound and complete system of the industrial policies.Based on the above background,the research ideas of this dissertation are as follows.Firstly,the core concepts are defined and the theoretical bases are constructed.Through the defined core concepts,the research scope of this dissertation is delimited.Meanwhile,the introduction to and analysis of corresponding theories lay a theoretical foundation for the whole dissertation.Secondly,the industrial policies have been experimentally brought into the theoretical analysis of economic growth,laying a theoretical foundation for the implementation of the industrial policies for new energy vehicles.Thirdly,from the perspective of practice,this dissertation sorts out the evolution history and progressing stages of China’s industrial policies for new energy vehicles,and selects typical cities and enterprises to study China’s new energy vehicle industry policies.Finally,based on both the theoretical analysis and practical research,an optimization strategy for improving the policy system of China’s new energy vehicle industry is put forward.According to the research ideas,the full dissertation focuses on the following issues:First,this dissertation focuses on related concepts and theoretical foundations.Firstly,it defines and explains the concepts of new energy,new energy industries,new energy vehicle industry,industrial policies,and new energy vehicle industry policies and other related concepts,and summarizes the characteristics of new energy vehicles and related industries to frame the scope of the research of this dissertation.Secondly,the competition theory,market failure theory,structural transformation theory,new institutional economics theory,and innovation policy theory are sorted out and summarized to lay the theoretical foundation and support for the theoretical research and empirical analysis of the whole dissertation.Second,the evolution history and current situation are analyzed.This dissertation sorts out the developmental stages when China’s industrial policies for new energy vehicles have promoted the industry growth,summarizes the historical evolution and characteristics of the industrial policies for new energy vehicles,and focuses on analyzing the shortcomings of China’s new energy vehicle industry policies and the possible industrial policy deficiencies in promoting new energy vehicle industry development,providing a problem-oriented and realistic basis for the relevant empirical research and policy recommendations in the following parts.The third is to concentrate on model building and empirical test.Firstly,a theoretical analysis of the functional mechanism of the industrial policies on the development of the new energy vehicle industry is carried out,and the quality ladder growth model has been extended in theory with the industrial policies re-introduced into the theoretical analysis of economic growth,laying a theoretical foundation for the implementation and application of industrial policies for new energy vehicles.On that basis,a non-cooperative game theoretical model including manufacturers,government and consumers is constructed to investigate the functional mechanism casting influence on new energy enterprises’ profits,social and ecological environment,consumer welfare,government’s macro objectives and other related factors under the choice of different industrial policy combinations.Secondly,by constructing a DID model and using the Energy Saving and New Energy Vehicle Industry Development Plan(2012-2020)Issued by the State Council in 2012 as an exogenous shock to carry out a quasinatural experiment,this dissertation tests the impact of new energy vehicle industry policies on firm performance and total factor productivity for data of the listed A-share manufacturing companies,and uses a series of robustness testing methods such as parallel trend test to verify its robustness.In the same time,possible heterogeneity and impact mechanisms are also analyzed.Additionally,this dissertation uses Shenzhen’s industrial policies for new energy vehicles as a case study to comprehensively investigate industrial policies for new energy vehicles,and takes BYD as a typical enterprise case to explore the impact of new energy vehicle industry policies on the demand side and proposes policy inspiration.This part provides theoretical support and practical foundation for the full dissertation.Fourth,countermeasures and suggestions are provided.This dissertation combines the development history of China’s industrial policies for new energy vehicles supporting the development of the new energy vehicle industry,real-life problems and practical experiences and inspirations at home and abroad to give countermeasures and suggestions for the establishment of a sound and improved new energy industrial policy system,on the basis that industrial policy promotes the model construction of the new energy vehicle industry and empirical testing of policy effectiveness is made.The first is to improve the top-level design of the industrial policies for new energy vehicles from the perspective of developing strategic emerging industries;the second is to establish a dynamically adjusted system of industry policy according to the different development stages of the new energy vehicle industry;the third is to emphasize the significant role of applying scientific and technological policies in facilitating the development of the new energy vehicle industry;and the fourth is to strengthen the support and guarantee of the industrial policies for new energy vehicles in both the supply and demand sides. |
