Research On Risk Management Of People’s Livelihood And Housing Project In W District Of Jinan City Under EPC Mode

With the rapid development of the national economy,the per capita residential building area of the people is also increasing,and their expectations for the quality of life are also increasing.Especially in the past few years,many livelihood and housing projects have been started,and many projects have adopted EPC model.While maximizing the advantages of resource integration of the general contractor,the uncertainty of the external environment has also increased the risk of project management,especially the unstable price of raw materials market caused by the Sino-US trade war.No matter the owner or the general contractor,a little carelessness may cause huge losses.Many studies show that the effectiveness of risk management directly affects the benefits of the project.In the development process of China’s livelihood housing projects,there are still problems such as low management level and insufficient risk prediction,which directly affect the stable and healthy development of livelihood housing projects.In view of the problems existing in the risk management of people’s livelihood and housing projects,it is urgent to analyze the risks under EPC mode and put forward countermeasures to reduce the risks and promote the normal implementation of the projects and the healthy development of enterprises.This paper first introduces the concept and characteristics of EPC mode,people’s livelihood and housing project,risk and risk management,and on this basis,summarizes and analyzes their research status respectively,and expounds the necessity and some common practices of risk management.Through literature analysis and questionnaire survey,this paper identifies the risk factors of the livelihood and housing project in W area of Jinan,elaborates the identification process in detail,and establishes a list of risk factors covering 18 factors in 6 aspects,including environmental system,engineering technology system,project implementation activities,project actors,project management process and project objectives.Analytic Hierarchy Process(AHP)is used to define the evaluation method of risk factors,and the obtained data are constructed by judgment matrix,weight calculation and one-time test to get the weight of each risk factor,which provides data support for the following risk response.At the same time,based on the analysis results,from the perspective of the general contractor,the risk response measures of Jinan Minsheng Housing Project under EPC mode are given in terms of engineering behavior subject,engineering technology system and project management process,which can provide reference for the general contractor.Based on the risk study of the livelihood housing project in W area of Jinan under EPC mode,this paper reflects the possible probability of various risks of the project,which can better evaluate the risk of the project,and also provides a good reference for other livelihood housing projects,which is of great significance to further enrich the risk study of livelihood housing projects under EPC mode and improve the safety index of livelihood housing project construction.
