A Study On Adjustrment Of The EU’s Energy Strategy From The Perspective Of "Geopolitical Europe"

After von der Leyen become the President of the European Commission in 2019,the concepts of "Geopolitical Commission" and "Geopolitical Europe" were proposed within the EU,which marked the beginning of the EU’s quest to become a geopolitical force in the grand chess game,and the EU’s internal and external policies showed a clear geopolitical character.In this context,after the escalation of the Russia-Ukraine conflict in 2022,the EU imposed a full range of sanctions on Russia,including the energy sector,which shook the foundation of energy cooperation between the two sides and eventually triggered the European energy crisis.Under the domination of geopolitical thinking,"Energy Security" has overridden "Economic Considerations" and "Environmental Priority",being the core element of the EU’s energy strategy.Under the domination of geopolitical thinking,"energy security" has overridden "economic considerations" and "environmental standards" and become the core element of the EU’s energy strategy.The reason,path and influence behind the adjustment of EU energy strategy have aroused wide attention in the world,which is also the main content of this paper.This paper is divided into five parts.The first part briefly describes the background of "geopolitical Europe" and the process of its emergence and development,and proposes the analytical framework of "geopolitical Europe" on the basis of existing research results,laying the foundation for the later analysis.The second part analyzes the motivation of the EU’s energy strategy adjustment from the perspective of "geopolitical Europe",including the theoretical basis,direct causes and deep-seated reasons for this round of energy strategy adjustment.On this basis,the third part analyzes the path of EU energy strategy adjustment from the perspective of"geopolitical Europe" in multiple dimensions,and leads to the fourth part--the reflection on the prospect of EU energy strategy transformation.As the third largest energy consumer in the world,the impact of the EU energy strategy adjustment on China-EU energy relations is self-evident.Therefore,In the last part of the article,the author presents a few thoughts on the impact of the EU energy strategy adjustment on China-EU energy cooperation.Through the research and analysis of the above,this paper argues that the EU treats energy issues from the perspective of geopolitics.Emphasizing absolute security of energy and focusing on competition and conflict in energy relations not only hinder EU’s own economic recovery,but also let some innocent countries involved in this energy crisis,and even have a negative impact on the energy conservation,emission reduction and climate response of all mankind.
