The Analysis Of The Sino-Russian Energy Cooperation Under The Framework Of "Ice Silk Road" Initiative

In January 2018,the state council of the People's Republic of China officially released a white paper titled "China's arctic policy",which represents the beginning of a pragmatic development phase for the joint construction of the "ice silk road"project between Russia and Russia,And this project will become an important part of the dock between the "One Belt And One Road" initiative and the Eurasian economic union.The ice silk road" has become the shortest shipping route connecting east Asia and Europe In addition to the development of the shipping route,the "ice silk road" project also includes the development the resources of the arctic.China and Russia have made unremitting efforts in the cooperation based on mutual trust and mutual benefit.At present,a number of large-scale energy development and utilization projects jointly participated by China and Russia in the arctic region have achieved certain results.For example,the third production line of the yamal liquefied natural gas project has been officially put into operation by the end of 2018.If the cooperation between Russia and Russia under the framework of the "ice silk road" initiative can be successful,the joint construction of the "ice silk road" project will be an important example of the effective docking between the "One Belt And One Road" and the Eurasian economic union.This paper believes that there is necessary to systematically analyze the advantages,disadvantages,opportunities and threats of energy cooperation between China and Russia under the framework of the "ice and silk road",so as to better formulate the corresponding effective strategies,bring the limited resources into full play,seize the initiative,and promote the efficient and successful cooperation between the two sides.In the first half of this paper,the concepts and basic theories related to the "ice silk road" and Sino-Russian energy cooperation are mainly summarized,including the process of proposing the "ice silk road" project and its related characteristics in detail according to the time sequence.The relationship between "general power theory" and traditional geopolitics and its specific definition and connotation;The analysis structure of SWOT analysis theory,including the basic definition and content of the theory,the applicable analysis model and analysis content of the thesis.It also includes the long history of Sino-Russian cooperation in the field of energy and the new development of bilateral energy cooperation under the new "ice silk road" project.The second part of this paper constructs the basic analysis framework according to the SWOT analysis theory.Firstly,from the perspective of the internal environment of China and Russia,it analyzes the advantages and disadvantages of the energy cooperation between China and Russia under the framework of the "ice silk road",specifically including:Resource demand and supply of complementary for energy cooperation between China and Russia have the possibility,in the 21st century the comprehensive strategic partnership between the two countries under the collaboration and mutual assistance,mutual trust,reciprocity and mutual benefit of the political and economic relations,provides the good foundation of the advantage of these two aspects,and the arctic backward infrastructure and lack of scientific and technological level in in-depth development of limited cooperation,the "China threat theory" the interests of the game between China and Russia from Russia to China to participate in some conflict in the arctic resources development both disadvantages.Second from the external environment analysis between China and Russia under the framework of "silk road" on the ice between China and Russia energy cooperation opportunities and threats,mainly includes:the superior geographical position and global warming climate factors favorable to the environment change in the arctic energy cooperation between China and Russia to provide convenience and possibilities,America's strategic extrusion prompted China and Russia is close to both opportunities and severe fragile ecology of the arctic and challenges brought about by the poor natural conditions and geopolitical challenges from the arctic powers the threat of these two aspects.On the basis of comprehensive analysis of internal and external environment,it is concluded that China and Russia carried out within the framework of the "silk road" on the ice energy cooperation in the advantages and disadvantages coexist,under the situation of sorrow and hopeful,strategy or diversity strategy should be taken to reverse type,use advantages and opportunities,make up for weaknesses and avoid threats,gradually transition to a growth strategy.In view of the existing disadvantages and threats,this paper tries to put forward some countermeasures and Suggestions based on the analysis.The joint construction of the ice silk road is another outcome of the cooperation between the leaders of China and Russia,taking into account the long-term interests of the two countries."Area" initiative within the framework of the silk road on the ice is not only an excellent choice,will become the world's maritime trade between China and Russia in the field of energy cooperation will for Russia in the arctic region,and the development of the far east,and better meet the sustainable development of China's energy demand and economic needs,and has important effects on the entire arctic regions and even the world,how to better promote the smooth and efficient cooperation for further analysis.
