At present, our ship construction industry is being promoted by the gradual recovery of the global economy rapidly.Ship construction projects are large-scale projects, which are characterized by large construction scale, large investment capital, low automation level of ship construction and long construction period, etc.,which itself makes large ship construction projects face relatively serious construction risks, capital risks, human resources allocation risks and schedule risks. In addition, the ship itself is a large comprehensive equipment, and its construction process is extremely complicated, which requires the coordination and cooperation of multiple majors and participants, which brings great risks of organization management and coordination to the shipyard. In addition, most ship construction is made by order, and shipyards are also under pressure from shipowners, whose decisions and funds will have a direct impact on the risks of shipyards and ship construction projects. Therefore, from the perspective of the basic situation of domestic shipyards and the characteristics of ship construction projects, ship construction projects are faced with various risks in the process of development. If not handled properly, the project may suffer huge losses or even be stopped and ended. Therefore, this paper selects the HH shipyard design and construction project of10,000 ton cruise ship as the research object, identifies and evaluates the risk factors that may be faced in the process of the project development, and gives specific countermeasures according to the evaluation results, providing theoretical guidance for the successful completion of the project.First of all,on the basis of brief introduction of HH shipyard 10,000 ton cruise ship construction project, combined with the project actual situation, the construction process of "Aranui 6" cruise ship is divided into six stages according to production design, production preparation, hull construction, ship launching, system installation and commissioning, test and delivery, and the risk factors are pointed out respectively.Secondly,on the basis of a comprehensive analysis of the advantages and disadvantages of each project risk identification method and its compatibility with the project, the checklist method and Delphi method are selected to identify the project risk factors, and 22 risk factors including cruise design standard risk are identified by consensus in 6 stages such as production design.Thirdly, based on the project risk identification results, the analytic hierarchy process is used to construct the project risk evaluation index system and calculate the weight of the risk evaluation index. The fuzzy comprehensive evaluation method is used to determine the risk levels of each stage of the project and the overall level. Finally, based on the project risk evaluation results, different risks are divided into high risk, general risk, low risk and very low risk according to their risk levels, and the response ideas of different levels of risk are defined respectively, and then targeted risk response measures are proposed.
