| As an emerging industry,green photoelectric industry has the characteristics of wide application range,high technical content,large market capacity and fast product renewal.It is the embodiment of the overall strength of a regional economy,technology and industrialization level.The development of an industry is closely related to whether the government has policies to guide its sound development.As an important area of green photoelectric development task,how to establish a scientific and reasonable policy system will be of great significance to the development of green photoelectric industry in Yangzhou and even the scientific leap forward development of the whole region.Based on the public service theory and industrial policy theory,this paper mainly adopts the new public service theory,market failure theory and new governance theory to Study the policies and achievements that the government of Yangzhou has applied in guiding the development of green photoelectric industry.The research shows that as one of the characteristic industries in Yangzhou,the green photoelectric industry has achieved certain results through the effective planning of the government,paying attention to R&D,talent introduction and other policy guidance.However,there still are downstream enterprises and the cluster effect is not obvious;The ability of scientific and technological innovation needs to be improved;Shortage of R&D investment and scientific research scholars;Insufficient supply of industrial supporting services.The main reasons are as follows:the regional industrial park is scattered and the industrial agglomeration effect is not obvious;The overall innovation power of the industry is insufficient;Lack of talent training and recruitment mechanism;Insufficient policy input and support.Aiming at the problems of the government,this paper puts forward:scientific planning,optimizing and improving the overall level of green photoelectric industry;Further optimize the development layout of green photoelectric industry;Improve talent policy and government policy support;Strengthen the construction of supporting facilities in industrial parks and other policies and measures,promote the development of green photoelectric industry,enhance the core competitiveness of green photoelectric industry,and significantly improve the industrial level and development level of green photoelectric industry. |
