The development of new energy vehicles has positive significance in optimizing the energy structure and improving the atmospheric environment,and can promote the sustainable development of China’s economy,environment,and society.In order to promote the stable development of the new energy vehicle industry,China has introduced a large number of industrial support policies.However,how effective the previous industrial policies have been,what impact they have had,and what changes are needed in the future industrial policies,all of which require in-depth research to answer.This article attempts to answer the following questions through a comparative study of different industrial policies and their implementation effects: First,what are the effects of different industrial policies and what options are provided for the future development of the new energy vehicle industry.The second is how different industrial policies will have different impacts on the development of new energy vehicles.The third is to explore and study the implementation guidelines and effectiveness of the current national new energy vehicle industry policy.This article aims to provide suggestions for building a more complete and more suitable policy system for the new energy vehicle industry in China.In terms of empirical research,as the current subsidy policy for new energy vehicles declines,this study regards the implementation of the "non subsidy" policy for new energy vehicles as a quasi natural experiment.By controlling other influencing factors other than the "non subsidy" policy,the "non subsidy" policy is used as a treatment group after implementation,and the "non subsidy" policy is used as a control group before implementation,The dual difference method is used to analyze the implementation effects and role differences of different industrial policies in the promotion and application of new energy vehicles.Research shows that both "subsidized" and "non subsidized" industrial policies can bring positive incentives to the development of new energy vehicles.The effect of "non subsidized" policies is generally slightly lower than that of "subsidized" policies,but still has a strong effect.After the subsidy policy began to decline,the effect of "non subsidized" policies has increased year by year.In the "non subsidy" policy,the right of way priority policy has different incentives for cities with different traffic conditions.Based on the empirical results of the thesis,the following suggestions are further proposed for the development of the new energy vehicle industry: First,continue to implement the new energy vehicle purchase policy,raise the entry threshold for the purchase subsidy policy,establish a gradient subsidy policy based on pure electric driving mileage,and provide different purchase discounts for vehicles with different pure electric driving mileage.Second,enhance the implementation of non subsidized new energy vehicle industrial policies and expand the scope of implementation of non subsidized new energy vehicle industrial policies.Thirdly,according to the differences in transportation resources of different cities,the new energy vehicle industry policy should be implemented according to local conditions.Fourth,strengthen the construction of supporting facilities for new energy vehicles.Fifth,encourage new energy vehicle technology research and development,shift vehicle subsidies to technology research and development subsidies,and promote the transformation of research results from scientific research institutions to the production side.Sixth,strengthen the introduction and cultivation of high-level technical talents for new energy vehicles.
