With the strengthening of China’s infrastructure construction,the contradiction between supply and demand in domestic water conservancy has been effectively alleviated,and the goal of water conservancy project construction has gradually shifted from a simple effective guarantee of safety and economy to providing more quality water services for the people.At the same time,with the adjustment of the system and the gradual improvement of the relevant systems,the relevant government departments are also constantly strengthening the construction of the performance evaluation system of public projects for large-scale projects,especially water conservancy proj ects,with long-term benefits.Yangzhou Guazhou Pump Station project is a water conservancy project built with flood control and drainage as the main goal,ensuring people’s production and living standards and regional sustainable development in the new period.The scientific and reasonable performance evaluation of Guazhou Pump Station project will help it to give full play to its due benefits and provide reference for the development of related projects.At present,the performance evaluation of water conservancy project is generally divided by scale,the establishment of the evaluation index system often has universality,but the special function of the project such as irrigation,water supply,flood control,the specific assessment lack of certain pertinence,at the same time for a single specific project research is lack,and there are some shortcomings in the actual operation process.From the perspective of the water conservancy project itself of Guazhou Pump Station,the internal evaluation of the water conservancy system is based on the daily operation and management,and can only partially reflect the actual situation of the project.Therefore,this thesis tries to build a practical project evaluation system suitable for the characteristics of the project based on a single case of Yangzhou Guazhou Pumping Station project,so as to optimize some weak links in the current performance evaluation research of water conservancy projects,and carry out the actual evaluation.Relying on the balanced scorecard theory,the overall strategic objectives of the project are decomposed and separated,and implemented one by one from the four dimensions of finance,internal process,customer service,learning and innovation,and finally a performance evaluation system with 18 first-level indicators and 36 second-level indicators is formed.At the same time,according to the hierarchical analysis method to give the corresponding weight,and formulate the scoring standards.According to the system,the final performance evaluation score of the Guazhou Pump Station project was 91.75 points.The project evaluated by the analysis can give full play to the actual benefits according to the strategic objectives,and the designed performance evaluation system can also be relatively complete and truly reflect the whole picture of the project.This thesis also provides some suggestions for the development of future water conservancy project performance evaluation based on the practice,and provides reference for the performance evaluation of similar water conservancy projects in the future.
