Since the civil aviation administration officially proposed the strategy of building a strong civil aviation country in 2008,China’s civil aviation industry has achieved sustained and rapid development.Now,it has entered the "14th Five Year Plan" development stage,and the construction of a strong civil aviation country has entered a new era.Against the backdrop of unprecedented changes in a century,civil aviation shoulders a new historical mission,which requires it to accelerate its transformation towards high-quality development.Airports are the link connecting the supply of the civil aviation transportation market and an important part of China’s civil aviation system.Faced with the requirements of high-quality development and transformation,it is necessary to actively explore a performance evaluation system that is consistent with one’s own development.This article selects C airport,located in an economically developed province,as the research object.Although the province is a major transportation province with strong demand for passenger travel and a large market,high-speed rail has developed rapidly,and the convenience and speed of high-speed rail have attracted a large number of passengers.At the same time,there are a total of 9 civil airports in the province,with fierce competition among them.Therefore,the performance evaluation of C airport is particularly important.This article selects the balanced scorecard as a performance evaluation method for research and analysis.Firstly,it elaborates on the current development of performance evaluation theory and balanced scorecard theory both domestically and internationally,and discusses the main viewpoints of scholars at home and abroad on the application of balanced scorecard.Secondly,conduct a thorough understanding of the current performance evaluation status of C airport and analyze its existing problems in performance evaluation.Thirdly,the SWOT analysis is used to build the strategy map of airport C,and the performance evaluation index system of airport C is built based on the perspective of the balanced scorecard.The analytic hierarchy process is used to give weight to each index,and the fuzzy comprehensive evaluation method is used to evaluate the performance evaluation index system of airport C.The obstacle factors that inhibit the performance evaluation of airport C are screened through the obstacle diagnosis.Finally,improvement measures were proposed for the performance evaluation of C airport,while ensuring implementation measures were proposed from organizational,institutional,and cultural aspects.Through empirical research on C airport,the following conclusions can be drawn:(1)Combining the characteristics of civil aviation in the construction of the indicator system,16 indicators that meet the performance evaluation of C airport were selected,forming a balanced scorecard based performance evaluation indicator system for C airport.Through this indicator system,the performance level of C airport can be comprehensively and scientifically reflected;(2)The analytic hierarchy process(AHP)was used to scientifically weight performance evaluation indicators.The results showed that passenger and cargo throughput,as well as airport normal release rate,accounted for a relatively large proportion,indicating that the current strategic goal of C airport is mainly to expand its size and operate safely;(3)Empirical research on fuzzy comprehensive evaluation found that the overall performance evaluation of C airport in 2022 was at a moderate level,with low scores in financial and learning and growth dimensions,indicating that the completion of financial indicators at C airport in 2022 was not ideal and did not pay enough attention to employee growth;(4)The obstacle diagnosis results indicate that passenger and cargo throughput,the symptom rate of thousands of accidents,and the number of aircraft takeoff and landing indicators are currently relatively high obstacle factors,indicating that the main influencing factors for the performance evaluation of C airport are to ensure both the improvement of airport financial revenue and the safe operation of the airport.The main value of this article is twofold: firstly,a performance evaluation index system based on the balanced scorecard has been established.In the setting of the performance evaluation index of the balanced scorecard,the airport’s passenger satisfaction rate,flight punctuality rate,average flight guarantee time,and other indicators reflecting the characteristics of civil aviation are considered.Secondly,it enriches the application research of performance evaluation based on the balanced scorecard for small and medium-sized airports.Currently,most of the application research is focused on the safety operation and operational efficiency performance evaluation of hub airports,and there is almost no strategic oriented performance evaluation for small and medium-sized airports.Through the application research of C airport,this article can provide some reference for the performance evaluation of small and medium-sized airports based on the balanced scorecard. |
