With the rise of the new generation of mobile Internet and big data technologies,the Internet and big data are deeply integrated.The network architecture and network scale are growing exponentially.To match the needs of technological development and ensure the high-quality and high-efficiency operation of communication networks,the network operation and maintenance mode must adapt to the transformation of networks and services,and the organizational structure and operational processes of maintenance also need to be changed.Therefore,for domestic telecommunications enterprises,establishing an intensive,information-based network operation and maintenance mode has become a unanimous work.To build an intelligent operation and maintenance mode,this paper conducts a study on the actual working situation and management status in Hunan Unicom’s network management center.Firstly,based on the theory of production and operation management,we uses the brainstorming method and fishbone diagram to analyse the problems and causes of the conventional monitoring and scheduling mode: low operation efficiency due to manual monitoring and scheduling mode,poor operation quality due to irregular processes,duplication of workflow due to many organizational levels,and insufficient information automation affecting the overall operation effect.Secondly,according to the objectives,principles,and overall design ideas of intensive management,we propose three aspects: system optimisation solution,workflow optimisation solution,and organisational structure optimisation solution.We apply the ESIA method in process optimisation theory to make adjustments such as deletion,integration,simplification,and automation.Finally,in terms of technology,personnel,and systems,we propose the implementation steps and implementation guarantees for improvement,including stabilisation of systems,continuous improvement of information technology,personnel training,standardisation of processes,and improvement of assessment mechanisms.During the implementation of entire optimisation,the company has obtained good results in many aspects,such as optimising staffing,improving efficiency,improving service quality,and cost savings.This paper is not only a guide for the intensive management of monitoring and scheduling in Hunan Unicom’s network management center but also a reference for the intensive management of network management center in other enterprises in China.At the same time,the process of identifying problems,analysing the causes,formulating,improving and implementing solutions,and safeguarding measures in this paper also provides experience for similar process optimisation projects. |
