Safety has long been a hot topic in global civil aviation,which is the foundation of everything in the civil aviation industry,and also the most important part of air traffic management.Today,on the basis of long-term construction,China’s civil aviation air traffic management infrastructure has made great progress,promoted the development of the civil aviation industry,and has a certain safety capability,but the quality and efficiency problems of air traffic management development are still prominent.In terms of scale,air traffic management and construction are still weak,which cannot keep up with the needs of social development in the new era.It still stays in the old state and stage,and the management and control are still inadequate.In terms of quality,there are still shortcomings in tracking and solving problems,and it is difficult to meet the needs of passengers for travel.At present,the number of flights has resumed to grow,and the demand of the civil aviation industry and the shortage of air traffic control support have become increasingly prominent.At the same time,taking into account flight safety and flight efficiency has become a challenge.Therefore,for the profound problem of civil aviation safety,profound thinking,improvement and reform has become the top priority.For air traffic safety management,It is necessary to consider multiple angles and factors,and implement the right implementation plan to solve the top priority safety issues.Based on the literature reading method,empirical analysis method and social investigation method,this paper takes Tianjin ATC Sub-bureau as the research object,combs the existing traffic safety control operation status of Tianjin ATC Sub-Bureau through the review of relevant domestic and foreign literatures,and takes contingency theory,accident causation theory and synergy theory as the theoretical basis.This paper summarizes the existing measures,effects,problems and causes of traffic safety risk control in Tianjin ATC Sub-bureau.It is found that there are four main risks: imprecise risk identification,airspace environment to be improved,lack of controller ability,and poor state of controller.The relevant causes are analyzed,namely,backward technology of some equipment,unsuitable airspace environment,unsound management system,and excessive workload of controllers.Finally,it puts forward optimization suggestions for traffic safety risk control: improve the technical support level,improve the airspace environment,refine management measures,and pay more attention to the work of controllers.It provides reference for other air traffic safety risk control. |
