With the increasing volume of civil aviation transportation in China and the limited airspace impact,the pressure on airport air traffic control and command is increasing.As the "central nervous system" for the safe and efficient operation of civil aviation,a small mistake in the control operation process of air traffic control may bring fatal consequences.During the process of air traffic control command,navigation safety has the characteristics of being dangerous,ever-changing and rapid,triggering multiple types of factors,significant consequences of unsafe events,and high public concern.During aircraft navigation,if an unsafe event or accident error related to air traffic control occurs,it will have a special impact on the aircraft in normal navigation,and even cause extremely serious adverse consequences such as aircraft crashes or navigation collisions.The occurrence of such accidents will not only cause significant economic losses,but also have a great negative impact on airlines and even the entire civil aviation transport industry,weakening passengers’ confidence in the air traffic control system and even the civil aviation transport system.Therefore,it is necessary to implement safety centered management in air traffic control system to improve the good operation of civil aviation public transport industry.As an important node in the construction of civil aviation airport and airline networks,small and medium-sized airports effectively support the modern comprehensive transportation system and promote regional economic and social development.At present,China’s modernization drive has entered a new stage of development,and the fundamentals of stable and long-term improvement of the national economy have not changed.With the in-depth implementation of national strategies such as the "the Belt and Road" initiative and the formation of a new pattern of promoting the western development in the new era,the northwest region has changed from the end of opening up to the forefront of opening up to the west.The role of internal and external connectivity and east-west connectivity in the northwest region has been further strengthened,especially for the central air traffic control units of civil aviation.It is necessary to seek new breakthroughs in the composition of safety management,improve safety management capabilities,and establish a safety management system suitable for one’s own development.This article starts with the current situation of air traffic control safety management at XN Airport,and summarizes and summarizes the establishment and functional division of safety management institutions,the preparation and management of safety rules and regulations,the procedures and workflow of safety management,the current situation of air traffic control teams and equipment support,etc.,forming an overall understanding of the current situation of air traffic control safety management at XN Airport.By using case analysis,interviews,questionnaire surveys,and other methods,combined with specific safety prevention and control practices and airport air traffic management unsafe management cases,the problems and reasons that exist in the current air traffic management safety management practices of XN Airport are summarized and extracted.This paper takes the air traffic control of small and medium-sized airports as the research object.Through theoretical knowledge such as crisis life cycle management,accident chain management,and collaborative governance,and based on analyzing the causes of problems,it aims to strengthen the construction of air traffic control safety management organizations,enhance the ability to formulate and manage safety regulations,and enhance safety management prediction and prevention capabilities.In terms of strengthening the air traffic control team and equipment technical support capability,the countermeasures and suggestions for improving the air traffic control safety management level of XN Airport are proposed,with a view to establishing a safety management mechanism suitable for the self-development of small and medium-sized airports,striving to accurately grasp the current New Normal of air traffic control safety management of small and medium-sized airports,improving the air traffic control safety management level of small and medium-sized airports in the northwest region,and promoting safe navigation support.
