Study On The Identification And Renewal Design Of Inefficient Stock Of Land In Grassland Towns

The redevelopment of urban low-utility land is an effective carrier to revitalize the stock of construction land resources and optimize the spatial layout of the national land,as well as an important grasp to transform the mode of economic development and promote highquality development.With the continuous promotion of new-type urbanization,the contradiction between supply and demand caused by the scarcity of land resources and the market imbalance caused by the dependence on land finance have become more and more obvious,and the reform of land space planning provides a new opportunity to improve the efficiency of land space utilization and achieve high-quality development of land space.This has made the redevelopment of low-utility land in cities and towns and the tapping of stock construction land important issues.As an important carrier of new-type urbanization development in Inner Mongolia,grassland towns are the core of development of banners and counties,a bridge connecting urban and rural areas,and a window for external exchanges,and need to achieve the overall development goal of new-type urbanization by relying on their high-quality construction.Grassland towns seem to be sparsely populated and have sufficient land resources,but they have low ecological and environmental carrying capacity,insufficient space for construction land expansion,and bottlenecks of spatial resource constraints,and to achieve high-quality development within the limited space of construction land,it is impossible to dig the inefficient stock of land.Especially in the context of land space transformation and development,it is more necessary to actively respond to the call for high-quality development,re-examine the concept of inefficient stock of land,promote "inefficient stock" into "development increment",improve the quality of grassland town land space,and shape beautiful ecological The concept of "inefficient stock" should be re-examined and "inefficient stock" should be transformed into "development increment" to improve the quality of grassland towns’ land space and shape beautiful ecological patterns.Therefore,it is of great significance to accurately explore the inefficient stock of land in grassland towns and propose strategies for updating inefficient stock of land to optimize the efficiency of land resource allocation,improve the living environment of towns,and promote the construction of new grassland towns.This study takes Mingantu town,a typical grassland town in Inner Mongolia,as an example,and classifies low-utility land on the basis of clarifying the concepts of grassland town and low-utility land stock;secondly,it constructs a low-utility land stock identification system based on five aspects: development and construction,policy governance,economic vitality,environmental quality,and local culture,taking into account the regional characteristics of grassland towns.Secondly,we analyze the proportion of inefficient land stock,use Arc GIS spatial analysis technology,adopt kernel density,standard deviation ellipse,and spatial autocorrelation analysis methods to characterize the spatial distribution of inefficient land stock.Finally,according to the types of inefficient stock land,we propose renewal strategies for inefficient stock land with insufficient development and construction,difficult policy governance,low economic vitality,poor environmental quality,and lack of regional humanities,and select some typical inefficient stock land for urban design to provide reference for the reuse of low-utility land in grassland towns.
