| The scientific and reasonable allocation of public service facilities is one of the important means to improve the production and living environment of rural residents.Clustering and upgrading villages as a key focus for promoting rural revitalization,improving the service level of public service facilities in these villages is one of the key measures to achieve rural revitalization and urban-rural integration.Faced with the new requirements for the allocation of rural public service facilities in the new era,the current standards for the allocation of rural public service facilities have limitations in their scope of application and outdated allocation levels,making it difficult to match the needs of village development and users.Fenghuang Town is located in Shangluo City,Shaanxi Province.The inefficient use of public service facilities in the current cluster upgrading villages coexists with the urgent demand.The adaptation between the standard and the village development is not high,and the problems such as the mismatch between supply and demand of facilities configuration and the inappropriate standard are particularly prominent.Therefore,it is of great significance to explore the suitability configuration types and indicators of public service facilities in Fenghuang Town’s cluster improvement villages based on the development characteristics and residents’ needs.This article mainly conducts research from the following aspects:Firstly,analysis of the current situation and demand characteristics of village public service facilities configuration.This article compares with the current norms and standards,and finds that there is a problem where the indicators of facility configuration types in villages are not suitable for the norms and standards;Through on-site research and interviews,it was found that there is a mismatch between supply and demand in the current configuration of public service facilities in villages.Summarize the key issues to be addressed in the allocation of public service facilities in current villages through comparative analysis of indicators and evaluation of user groups,and combine the development characteristics of villages with current clustering to improve the suitability of public service facility allocation.Secondly,research on the configuration types of public service facilities in villages for agglomeration and improvement.In order to ensure that villagers have equal access to a comprehensive public service facility system,this article starts from the perspective of the composition of suitable facility configuration types in villages.Firstly,based on the impact of factors such as population structure,industrial structure,and transportation conditions on the type of public service facility configuration,a preliminary indicator library of public service facility type composition is constructed.Through population size prediction,agglomeration and improvement analysis,activity content analysis The prediction of activity facilities and other steps clarify the characteristics of facility configuration needs in each village,and ultimately propose suggestions for the type of public service facility configuration that is suitable for the development and demand characteristics of the village.Thirdly,research on the suitability allocation indicators of public service facilities in villages for cluster improvement.Firstly,based on the research on the suitability allocation of public service facilities,preliminary indicators for public service facilities are established using existing national norms and standards.Based on the impact of population size and economic development factors,a suggestion table for suitable scale and quality indicators for village facilities allocation is constructed.Based on the actual situation of the village,the impact of industrial development and population usage preferences on the allocation of public service facilities is considered,By combining the supplementation of vacant facilities and the optimization of existing facilities,a specific table of recommended indicators for the allocation of public service facilities in each village will be formed.In summary,this article proposes a suitable configuration plan for public service facilities in Fenghuang Town cluster improvement villages from two aspects: facility configuration types and configuration indicators,based on the analysis of the characteristics and demand prediction of the current villages.It provides reference for the configuration and optimization of public service facilities in similar cluster improvement villages. |
