The COVID-19 outbreak,was a major global public health event,and in 2022 this outbreak is still raging around the entire world,constantly challenging the medical carrying capacity of cities.In areas with severe epidemics,there is often an instantaneous shortage of fixed epidemic prevention facilities such as designated hospitals.It is essential to quickly convert suitable public services in the city into a square hospital to make the city more favourable in the battle against the epidemic.But,China has not yet formed a perfect control method for "balancing the usual and the epidemic",and there is little research on which facilities are suitable for balancing the usual and the epidemic and whether there are evaluation criteria.Therefore,this paper attempts to address these issues by studying the three major dimensions of safety,accessibility and applicability,and constructing a system of indicators for evaluating the suitability of public service facilities for the combination of epidemic and peace based on the analytic hierarchy process and entropy weighting methods.This paper firstly explains the background and origin of the study,clarifies the research basis,research content and significance,identifies the relevant research scope and objects,and establishes the theoretical framework of the study.It then summarises the shortcomings of current theories and methods through a review of relevant research and practice in the field epidemic.On the basis of an overview of the prevention and control method of urban,and the categorical allocation of emergency medical facilities,the feasibility and strategy of combining various public service facilities for epidemic prevention and control is discussed.A suitability evaluation index system with a total of twelve evaluation indicators is constructed from safety,accessibility and applicability.This paper takes the built-up area of Changsha as the study area,and based on the theory and methods in the previous paper,the study objects were selected,the indicators were measured,and the final indicator weights were calculated in a subjective and objective way to obtain the suitability evaluation results,and the study area as a whole and typical cases were analysed.Through the empirical study of the study area,the viewpoints that can be drawn on are presented,and it is expected to contribute to the urban public health emergency management system.
