Construction industry as an important representative of a high energy consumption field,has long been a way for people to change the way of energy use,and gradually reduced to reduce carbon dioxide emissions of the "hardest hit area",China’s building energy consumption accounts for about 1/3 of the country’s total energy consumption,and with the continuous development of social economy,energy consumption in this field will continue to grow.With the "Beautiful China" strategy,the traditional architectural model is facing great challenges.The release of the Green Building Action Plan of the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development and the proposal of the national "double carbon" policy have once again attracted people’s attention and become the forerunners of the construction of "Beautiful China".The promotion of green buildings,in addition to adjusting the development mode of the construction industry and the mode of urban and rural construction,is also directly related to the people’s livelihood and the overall interests of the country.Tianjin has actively responded to the national call to develop green buildings,and has made some achievements in the development of green buildings,but there is still a certain gap with the national requirements for the development of green buildings.Based on the background of the above-mentioned countries and regions actively promoting the development of green buildings,based on the public choice theory,and focusing on the core issues of "green building promotion",this paper first summarizes and summarizes the current situation of green building development and promotion in China and Tianjin,and then summarizes the existing problems of green building promotion in Tianjin from the five aspects of policy,economy,market,technology and management,It also analyzes the causes of the problems from three aspects: the "rational ignorance" of individual economic people,the impact of policy environment and the impact of market environment.Then,by using the expert interviews of the main participants and the rights / interests matrix,it is analyzed that the local government,real estate development enterprises and consumers are the most key participants.Then,based on the public choice theory,it analyzes the behavior of the three main bodies and puts forward the promotion ideas,that is,to improve the display mechanism,face up to the attribute of "economic man" and correct the role positioning.Finally,according to the above promotion ideas,this paper puts forward countermeasures and suggestions to promote the promotion of green buildings in Tianjin from the three levels of government,enterprises and consumers,in order to provide enlightenment for the promotion of green buildings in Tianjin.
