Taiwan has taken off in the economic growth in the1980s, with the political liberalizationand democratization of the society, the "community building" came about under the doubleaction of physical and social environment change. The society faces the impact of globalization,the aging of the population and eco-environment pollution at present, and community buildinghas been into the practice era of multiple vocabularies and conceptions.China has achieved a rapid development in economy in nearly30years, with speeding upthe process of urbanization and urban construction in full swing. Public reflected on theenvironment and quality of life, and the idea of design democratization appeared on the scene,public participation began to play an important role in urban planning and construction. But theleap-forward urban development in China has not resulted in the essential upgrade of urbanquality and the growth of the public, this circumstance requires that a new generation ofprofessionals and citizen reflect upon the values and stands of planning and design.A project for "Green Life" building took place in Youshan community in Taipei City lastyear, through the government, spatial major designers, community and NGO participationcooperated together to improve the environment autonomously and spontaneously, using themethod of "participatory design" to build urban green life system.The project improved theenvironment of community life, upgraded the green environmental consciousness of residentsand culture identity, and introduced the idea of NGO participation in public participation. Howto promote this idea and operation in strategy, and summarize some enlightening experiencesfor the urban planning and construction in the mainland of China, is the purpose andsignificance of this study.In chapter two, we review the development courses, characteristics and significances ofcommunity building in Taiwan and Taipei, and elaborate the theories of public participation;and research on "green life" development and related cases. In chapter three, we elaborate themechanism of "green life" building through an analysis of the background, process, follow-up plans and the effection. In chapter four, we investigate and summarize the mechanism of publicparticipation in the process of "green life" building, through an analysis of the participants,participatory process, financial aid and legal policy. In chapter five, we research on thepromotional strategies of "green life" building, offer criticism and introspection, and sum upthe application experiences for urban construction combining the present situation in themainland of China. In chapter six, the epilogue summarizes the effection and promotion of"green life" building, and the mechanism of public participation and revelations, and leads tothe expectations for public intellectuals and the planners, to respond to the social problems fromthe social transformation period and local crisis brought about by globalization in China. |
