| For house building project,municipal engineering,government investment projects and other construction projects adopting the general contracting mode,the problems of low design quality caused by the two-stage design management process continue to emerge.In 2021,the Ministry of Housing and Urban-Rural Development’s Standard Quota Division issued a new list of Circular No.144 on the “Price Standard for the Bill of Quantities for Construction Projects”(Draft for Comment),which makes the contract between the owner and the general contractor after the general contracting project is concluded.The total contract price cannot be adjusted,and the general contractor faces more challenges.In addition,the two-stage design puts the general contractor in a "crisis".The general contractor must meet the owner’s requirements and need to optimize the design through measures such as in-depth design drawings and limit design.Due to the reduction of the amount of engineering works,the owner,with the thinking of settlement according to the actual situation,has the risk of not paying the corresponding design optimization incentives,which will inevitably lead to the loss of profits of the general contractor or other aspects.Therefore,there are deficiencies and room for improvement in the design management of the general contractor at both the project level and the enterprise level.Based on this,the general contractor must strengthen design management to improve design quality performance.EPC general contracting project is the current international scientific and standardized engineering project management mode,which is beneficial for the general contractor to control the project cost and risk,and the general contractor’s design management level determines whether the value growth of the project can be realized through design.The external environment and internal development require the general contractor to strengthen design management and improve design quality.Design optimization is the lifeline of general contractors,and the lack of cross-organizational coordination of design work is the main reason for the inefficiency of general contracting projects and difficulties in later operation and maintenance.Therefore,to realize the linkage control of project design quality and cost under the project general contracting mode cannot only rely on a single subject or a single control method,but must coordinate the control methods at all levels,in order to effectively improve the engineering design management performance and achieve the best overall economic benefits.This multi-level control mechanism requires the co-creation of value between the owner and the general contractor of the project,and the two-level coordination of the internal design management of the general contractor.After data analysis,this study obtained the following results:(1)Low dialogue +diversified acquisition channels + reduced risk + process control + strong result control(2)Diversified acquisition channels + strong risk control + high transparency + strong process control + strong result control(3)Lack of dialogue + access channel + low risk control + high transparency + lack of process control + strong result control(4)lack of dialogue + lack of access channel + strong risk control + high transparency + lack of process control + strong result control.In addition,the four configurations reflect the matching relationship between inter-organizational value co-creation and the general contractor’s internal design management control mechanism to a certain extent,which indicates that the general contractor faces different reciprocity tendencies in the entire general contracting project supply chain.The owner should match and select the project value co-creation mechanism and the internal control mechanism between the two parties according to different situations,so as to form the best combination form,so as to use different project control strategies to help the general contractor achieve the project goals and effectively improve the project design quality.performance.Based on the value co-creation perspective,this study expands the research idea of the combined effect of two-level control strategies in design management.It improves the important role of design management in project management from the perspective of value co-creation.The introduction of value co-creation theory helps to improve the traditional thinking,passive work and opportunistic work thinking of owners and general contractors.Under the constraints of existing literature research and related contracts,EPC construction projects cannot be fully The current state of the puzzle in the elimination mode adds a new solution. |
