The Engineering General Contracting(EPC)model refers to the contracting of the entire process or several stages of the survey,design,procurement,construction,trial operation,etc.of engineering construction projects entrusted by the owner according to the contract agreement.International construction projects often adopt the engineering general contracting model.With the development of China’s economy and society and the need to connect with the international construction market,governments at all levels have successively introduced a series of policies to encourage the use of the engineering general contracting model for project construction.However,most domestic general contracting enterprises still need to improve their design level,management ability,resource integration ability,and other aspects.In the general contracting mode of engineering,design management has a significant impact on the project’s duration,cost,and quality.The design process is a key stage in investment control,duration control,and quality control.However,the current research in China mainly focuses on the design management from the perspective of the owner,design unit,or construction unit in the consortium,and is still limited to the traditional organizational form of engineering construction in China.In fact,with the gradual implementation of China’s engineering general contracting model and the rapid development of the construction industry,some advantageous enterprises in the industry have already possessed the ability to independently complete engineering general contracting projects.From the perspective of engineering general contracting enterprises,studying the design management of engineering general contracting(EPC)projects,optimizing and enhancing the design management capabilities of EPC enterprises,is of great practical significance for truly leveraging the advantages of the engineering general contracting model and achieving maximum social benefits.In this context,this article mainly starts from the perspective of the EPC project general contractor and studies the design management issues of the general contracting enterprise in EPC projects and enterprise management through actual project case analysis.This article uses Analytic Hierarchy Process(AHP)to combine qualitative and quantitative methods to clarify for general contracting enterprises that when facing EPC projects with complex design tasks,the selection of design institutions should adopt a plan led by self owned design institutes and commissioned by professional external design institutes.Using a combination of normative analysis and empirical analysis,the practical experience and lessons learned in the design management of Y project are summarized and analyzed.Exploration of pilot EPC project architect responsibility system is proposed for general contracting enterprises at the project level,and improvement measures for establishing design management process areas are proposed from the enterprise management level.This article is divided into three parts,with the first part being basic research.The introduction section of the first chapter elaborates on the background and significance of the research,and proposes the research content and methods of this article by analyzing and summarizing the current research status at home and abroad.The second chapter provides an overview of relevant concepts and theories,explaining the concepts and theories used in the research,and clarifying the definition and characteristics of the EPC model;Elaborate on the scope,process,characteristics,and commonly used organizational forms of design management in EPC projects;The theory of value engineering,constructability,quota design,process management and analytic hierarchy process are discussed.To lay the foundation for subsequent case analysis and research.The second part is a case study.Chapter 3 analyzes the implementation and effectiveness of design management for Project Y,and applies theories such as Analytic Hierarchy Process,Value Engineering,and Quota Design in practice to analyze specific problems in the project and propose solutions.Chapter 4analyzes the problems and causes of Y project design management.The third part is strategy research.Based on the above research,Chapter 5 summarizes two major strategies for exploring the architect responsibility system in EPC projects and establishing a project design management process domain at the enterprise level,taking into account practical factors such as regional industry policies and the company’s own situation.Chapter 6 is a summary and outlook of the entire article,proposing that future research can continue from the direction of designing performance indicators and assessment methods for management personnel.
