In recent years,with the rapid development of China’s economy,the rapid advancement of urbanization and industrialization,rigid landscapes have gradually replaced natural landscapes,and urban residents have lost the opportunity to recognize nature.At present,the construction of community green space in China is still in the "beautiful","dazzling" and "cool" appearance.Blindly pursuing novel and characteristic styles,ignoring the true and positive demands of urban residents and the ecological significance of green space construction.Therefore,this paper proposes to carry out urban horticultural construction in the community,which not only can increase the opportunities for residents to contact with nature,but also enrich the function of community green space,provide fresh things for residents and promote neighborhood exchanges.In addition,with the advancement of social democratization in our country,the sense of ownership of the masses in China has gradually awakened,The number of practical cases of public participation in community construction has gradually increased,but most of them remain in the symbolic primary stage,and have not yet played a substantive role in the formulation of final decisions.The lack of public participation can easily lead to public dissatisfaction with government agencies and social contradictions.Therefore,promoting public participation in urban construction is an inevitable requirement for social development.This paper takes the community urban horticulture system as the research object,and tries to use the theories and methods of urban planning,landscape architecture and landscape sociology,and studies and explores the elements and modes of community urban horticulture system construction based on the perspective of public participation.Corresponding countermeasures and suggestions,in order to participate in the construction of community urban horticulture system for the public,and to guide the future public participation in other affairs of the community.The research on the construction of the community urban horticulture system in this paper is mainly carried out from the following aspects:(1)The research background of this paper is put forward from the three perspectives of urban community vitality,urban green space function and residents’ gardening needs,expounds the core concepts of "public participation" and "community urban horticulture",reviews relevant theoretical practices at home and abroad,and provides a basic theoretical basis for follow-up research.(2)Taking the New York community planning in the United States,the cultivation of the Tokyo community in Japan,and the green life construction in the Yong Kang lishui life circle in Taipei China as examples,we analyze and summarize the scope,organizational system and participation procedures,and put forward the enlightenment for the construction of the community urban horticulture system.(3)Analyze and explore the current situation and problems of public participation in community management in China,and provide some reference for promoting public participation in community urban horticulture construction.(4)Based on the perspective of public participation,the four elements of participation in the construction of the community urban horticulture system are discussed in detail: the main body of participation,the method of participation,the source of funds,policies and regulations,and four models of public participation in the construction of the community urban horticulture system are proposed.(5)Taking the Qingyuan community in Changsha as a practical case,based on the perspective of public participation,carry out practical research and analysis on the community urban horticulture system.
