Study On The Design Of Community Public Space In The Form Of Public Participation In Foreign Countries

Public participation have passed fifty years in foreign countries from come out to now, significantly improved foreign urban planning, construction and as well as the development of democracy. As the market economy system developing in our country, there are a growing number of public participation activities in urban planning and construction recent years, however, they are unfortunately poor effected and promoted, and mostly stay in the primary level of tokenism participation.Community public space, as an important component of city public space, shows its high value in improving city community citizen lives; however, there are a lot of conflicts between actual use and original design in community public space which is close to citizen daily lives in our country, bringing about the fact that a large amount of money be spent but little favorable effect be obtained. It is believed that public participation in community public space design can improve this phenomenon to some extent.This paper takes community public space as study objects, firstly introduces foreign theories concerned, in order to take a glance of public participation in planning. Secondly chooses several cases in the name of Public Participation recent years in our country and summarizes contemporary situation, insufficiency—the approach and extent of public participation are limited, a lot of participation are nothing but formalism, participators are limited in experts and government officials, representing the value of elite, and spontaneous participation concentrate in personal benefit affairs. On the basis, the writer analyzes the reasons, in order to bring about the necessary of research on operation mode and cases of foreign countries. Then the paper reviews development course, manage mode and supporting system in England, America and Japan, compares common points and differences of the three countries, introduces participatory design cases of two primary styles of community public space-public green area and street space, and summarizes success experiences. At last, on the formal basis summarizes process, strategy and useful operation methods. In conclusion part, offers some advices in improving public participation in existing system, hoping being a reference on promoting public participation in planning and design in a short time.The paper is only a initial exploration stage of public participatory design study in community public space. It is hoped that these basic work offer application reference and suggest in community design, and be useful to democracy design and high quality community space.
