Under the background of refined social governance in China, community as the basic unit of a city, its construction and management will affect the operation of the whole city.Community regeneration is an effective way to solve the problems of community physical environment, economy and society. It concerns every resident in the community, and public participation is an important means to promote the effective development of community regeneration.Under the advocacy of Habitat III,public participation has become a global consensus. However,in the practice of local community regeneration in China, the public participation is not satisfactory, and there are some problems such as the unequal status of participants and passive forms of residents’ participation, which need to be further improved theoretically.Although communities at home and abroad have different economic levels and political backgrounds, there are concepts and methods that can be learned from each other for the renewal of public participation in communities at home and abroad when people share the same vision for communities.Based on this, this research selected Jiaxi Village in China and Ely community in Britain as comparative research objects.Through comparative analysis of the public participation in the renewal of the two communities, the commonness and differences were revealed, and the underlying motivation mechanism was explored to provide exploratory strategies for the improvement of public participation in community regeneration in China.Aiming at the research problems, this research defines the core concepts, sorts out the relevant theoretical researches on community regeneration and public participation at home and abroad, and extracts the research elements of community regeneration and public participation.Furthermore, sociological theory and the linear regression method in and statistical analysis are introduced to construct the influencing factors of community regeneration public participation and the evaluation system of public participation effect, and then the basic data is obtained through field research. Finally, under the common goal of human settlement, this research uses comparative research method to systematically analyze the the background of two communities, the organization mode of public participation, the influencing factors of public participation and the effectiveness of public participation, summarizes the commonality and differences, and drew lessons from each other.Through comparative study, the research points out that in the regeneration of Jiaxi Village and Ely community, the trend of participant degree is similar, but there are differences in the way, content and depth of participant degree in different stages.Sense of belonging, participation ability, public spirit, social network capital, social trust capital and activity space have influence on residents’ participation degree, but the influence degree of each factor is different.Secondly, based on the above conclusions, this research starts with the status quo of community renewal public participation of Jiaxi Village, introduces the concept of whole-process public participation, and constructs an exploratory public participation model in the whole process of community regeneration according to the concept of "conspiracy,co-construction,co-management,co-evaluation and sharing" proposed by the Ministry of Housing and Construction. Finally,on the premise of facing up to the advantages of public participation of the regeneration of Jiaxi Village, this research draws lessons from the experience of Ely community regeneration and puts forward strategies for further deepening the public participation of Jiaxi Village: improving the public participation mechanism and defining the responsibilities of each participants;innovating the models of public participation to guide the multi-year structural groups effectively participate in community affairs;the neighborhood committees and community planners should establish a cooperative mechanism to systematically cultivate community residents’ participation ability;restoring the autonomous function of community neighborhood committees and establishing community foundation;perfecting the legal status of non-profit organizations and expanding the channel of funds source;improving neighborhood network to increase residents’ awareness of participation.
