| In recent years,public health emergencies have occurred frequently all over the world,causing great harm to social stability and the health and safety of residents’ lives and property.As the basic unit of residents’ life,community is the primary barrier for disaster protection.However,with the rapid development of urbanization in China,old urban communities have deficiencies in coping with public health emergencies and improving residents’ quality of life.Therefore,in order to improve the disaster resilience of old communities,maintain community stability and ensure the life safety of residents,it is particularly necessary to carry out disaster resilience planning and construction of old communities.Facing the practical problem of insufficient disaster adaptability of old urban communities in China,based on the problem that public health emergencies infringe on the health and safety of old communities,this paper systematically analyzes the origin and connotation of the concept of disaster resilience,system characteristics,and related research on disaster prevention and mitigation planning of old communities,defines the application methods and planning points of disaster resilience planning of old urban communities,and sorts out "Pre disaster prevention","Response to disasters" The function mechanism of disaster resilience planning of old communities for "Post disaster recovery".In order to scientifically measure the resilience of old communities to disasters,this paper comprehensively combs the relevant research on urban community resilience,determines a more scientific index system as the index source,combs and makes an evaluation index screening table,screens the indicators of resilience to disasters in combination with the expert consultation method,and finally establishes an evaluation system of resilience to disasters of old communities,including 5 first-class indicators,13 second-class indicators and 34 third-class indicators.Then the Delphi method and analytic hierarchy process(AHP)are combined to calculate the weight of evaluation indicators and determine the weight of indicators at all levels,and the Origin software is used for visual expression,and the evaluation standard of disaster resilience of old communities is established.Give play to the planning and guiding role of the disaster resilience evaluation system of old communities,clarify the dimensions,influencing factors and planning perspective of their disaster resilience planning,finally build the "W2R" model of disaster resilience of old communities,and explore the disaster resilience planning paths of "Pre epidemic early warning management","Epidemic planning response" and "Post epidemic vitality recovery" in the epidemic prevention and control of old communities.In the context of prevention and control of public health emergencies,this paper conducts empirical evaluation on D community,H community and X community in w City,evaluates and analyzes the resilience of old communities in combination with the resilience evaluation system,and summarizes the causes and negative impacts of the epidemic prevention and control problems.Finally,the objectives and principles of disaster resilience planning for old communities are clarified,and the supporting system of disaster resilience planning is established.The strategy of disaster resilience planning for old communities is studied in the context of "Pre disaster-During disaster-After disaster",and the strategy responses of "Pre epidemic-governance and improvement to cope with risks","During epidemic-Planning and construction to ensure safety" and "Post epidemic-jointly create a vibrant community" are put forward.Finally,the effectiveness of disaster resilience planning in D community is demonstrated,which shows that its disaster resilience ability is greatly optimized after the planning is improved. |
