Research On The Evaluation Index System And Realizing Path Of High-quality Development Of The Construction Industry

Since the reform and opening up,the construction industry has been the pillar industry of China’s national economy,which has greatly promoted economic growth.At the same time,it plays a pivotal role in domestic consumption,and creating employment opportunities to solve the population employment problems.Therefore,it is urgent to follow and adapt to the trend of quality reform,promote industrial transformation and upgrading,and realize high-quality development of the construction industry.In this regard,the analysis of the weak links,problems and shortcomings in the development of the construction industry can better grasp the current development of China’s construction industry.Then it will promote the transformation of the traditional construction industry,and realize the transformation from quantity to quality.First of all,the connotation of high-quality development of the construction industry is grasped according to the existing literature research.Then,based on the literature analysis method,the indicators are selected from the connotation of high-quality development of the construction industry.Based on the DPSIR causal network model,the system indicators are selected and preliminarily screened from the five dimensions of driving force,pressure,state,influence and response.Then,the correlation-principal component analysis method is used to eliminate the indicators of information repetition.Finally 22 indicators are selected to construct the evaluation index system of high-quality development of the construction industry.Thirdly,the Entropy-TOPSIS method is used to comprehensively evaluate high-quality development of the construction industry from the national and provincial perspectives.Finally,the barrier factor diagnosis model is used to analyze the key factors influencing high-quality development of the construction industry.The results are as follows:（1）The overall level of high-quality development the national construction industry from2011 to 2020 is on the rise.The comprehensive score of high-quality development of the construction industry in 2011 was the lowest in ten years.From 2012 to 2016,the comprehensive score of high-quality development of the construction industry was in a state of slight fluctuation,and the overall trend was flat.After 2017,the comprehensive score of high-quality development of the construction industry has increased significantly,and it also showed a good momentum of development.In 2020,the comprehensive score of high-quality development of the construction industry reached a new ten-year high.（2）From a static perspective,high-quality development of the construction industry in 30provinces was significantly different.The provinces with high-level development include 6large construction provinces,such as Jiangsu and Zhejiang.The provinces with higher levels of development include 6 provinces,such as Hubei and Fujian.The provinces with medium-level development include 9 provinces,such as Anhui and Hebei.And the provinces with low levels of development include 9 provinces,such as Jilin and Gansu.In general,there are obvious differences in high-quality development of the construction industry in the northeast,eastern,central and western regions,and the spatial distribution of high-quality development of the construction industry is uneven.High-quality development level of the construction industry in the eastern region is better,followed by the central,western and northeastern regions are the worst.And the overall distribution pattern of high-quality development of the regional construction industry is strong in the east and weak in the west.（3）From the perspective of the longitudinal timeline,the dynamic analysis of the comprehensive evaluation of high-quality development of the construction industry shows that the comprehensive closeness ranking of high-quality development of the construction industry in 30 provinces in China fluctuates and has differences from 2011 to 2020.From the dynamic analysis of the comprehensive evaluation of high-quality development of the construction industry on the horizontal spatial axis,it can be obtained that,from 2011 to 2020,the proximity of the driving force system of 30 provinces shows an overall increasing trend except for the northeast region,and the eastern region is in a leading position.The closeness of the pressure system is generally declining.The closeness of the state system is"W"trend and in a fluctuating state.The closeness of the influence system is generally on the rise,but the closeness of the influence system in each region is low,and the closeness of the response system is generally on the rise.The northeast and western regions have developed slowly.（4）The obstacle model is used to analyze the main influencing factors of high-quality development of the construction industry.The interest rate on output value of the construction industry,the CO₂emissions,the proportion of the output value of foreign-invested enterprises in the total output value,the total investment in fixed assets,and the power equipment are the indicators with high obstacles.According to the results of the analysis of the barrier factors of the criterion layer,the specific ranking of the degree of obstruction in each subsystem as a whole during the study period was State>Pressure>Driving force>Response>Impact.Based on the diagnosis and analysis of the obstacle factors,combining with the analysis of the comprehensive evaluation results of high-quality development of the construction industry,and starting from the connotation of high-quality development of the construction industry,the realization path of high-quality development of the construction industry is proposed.from the five aspects of implementing innovation-driven,advocating green development,achieving coordinated development,opening up the foreign market and adhering to outcomes sharing.
